O presente trabalho pretende estudar a inserção do patrimônio cultural e das políticas públicas referentes a ele na agenda do desenvolvimento do Brasil. Para tanto, estabelece-se como objeto de estudo o Programa de Aceleração do Crescimento - Cidades Históricas (PAC-CH), implementado em 2009 pelo Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN), em parceria com o Ministério do Planejamento. A pesquisa busca discutir as articulações do Programa no que tange duas questões fundamentais: a relação entre as diretrizes do governo federal e as políticas culturais, e a identificação das demandas internas ao IPHAN e como estas são oportunizadas nas políticas federais. A partir da bibliografia selecionada e da consulta à documentação oficial do PACCH, a pesquisa analisa a estrutura de funcionamento do Programa, atentando, principalmente, para a mobilização do discurso de desenvolvimento em cada uma de suas etapas de implementação. Considerando o maior destaque da atuação da Superintendência do IPHAN em São Paulo, a partir dos anos 2000, que incorpora diretrizes do escritório central, o trabalho discute a seleção dos municípios paulistas no PAC-CH em suas duas fases: a realização dos Planos de Ação, em 2009, e a escolha de três municípios paulistas, entre as 44 cidades elegidas para o investimento pelo governo federal a partir de 2013. Busca-se discutir, com base nas ações indicadas para a participação no PAC-CH, a relação entre patrimônio e desenvolvimento, considerando as estratégias e os debates protagonizados pelo IPHAN nos anos 2000.

This work intends to study the insertion of cultural heritage and its public policies in the Brazilian development agenda. To this end, the Growth Acceleration Program - Historic Cities (PAC-CH) was selected as the object of study. This program was implemented in 2009 by the Ministry of Planning, in partnership with the National Historical and Artistic Heritage Institute (IPHAN). The research seeks to discuss the Program's orientations regarding two fundamental issues: the connection between the federal government's guidelines and cultural policies, and the identification of iPHAN's internal demands and how these were enabled in the federal policies. Based on the selected bibliography and the official documentation of PAC-CH, the research analyses the program's operating structure, while focussing on the mobilization of the development discourse in each of its implementation stages. Considering the relevant work output by the IPHAN's São Paulo office since the 2000s, which incorporates guidelines from the central office located in Brasília, the research examines the selection of São Paulo municipalities in PAC-CH in its two phases: from the realization of the "Action Plans" (Planos de Ação) in 2009 and the selection of three municipalities in São Paulo, among the 44 cities elected for investment by the federal government in 2013. This study seeks to investigate the connection between heritage and the development agenda, taking into account the strategies and debates carried out by IPHAN in the 2000s.
