A pesquisa teve o propósito de compreender a relação entre habitação popular, representada pelos cortiços, e o patrimônio cultural nas práticas preservacionistas de São Paulo na década de 1980. Para a análise, foram escolhidas três experiências ocorridas no âmbito do Departamento do Patrimônio Histórico, que é o órgão de preservação municipal, e no bairro da Bela Vista: o Inventário Geral do Patrimônio Ambiental, Cultural e Urbano da Bela Vista (IGEPAC-Bela Vista), o cortiço "Vaticano" e os casarões das ruas Jandaia e Assembleia. Estes casos, que exemplificam duas formas distintas de atuação do departamento, foram mobilizados para discutir até que ponto as ações reservacionistas nesse bairro levaram em conta a conciliação entre a preservação dos cortiços e a permanência de seus moradores em um momento de abertura conceitual e de novas sensibilidades patrimoniais. Enquanto o IGEPAC-Bela Vista apresentou limites metodológicos na incorporação dos cortiços como modo de morar e de seus sujeitos sociais, o Vaticano e os casarões das ruas Assembleia e Jandaia apontaram possibilidades de incorporação dos cortiços nas estratégias de preservação, embora seus desfechos tenham indicado que as ações do departamento se mostraram elos frágeis, diante das demais forças exercidas sobre esse território.

This research aimed to understand the links between popular housing, represented by tenements, and cultural heritage within the Department of Historical Heritage practices in the 1980s. For this to be posible, three experimental experiences were chosen at Bela Vista district: the Inventário Geral do Patrimônio Ambiental, Cultural e Urbano da Bela Vista (IGEPAC-Bela Vista), the tenement known as "Vatican" and the buildings located at Assembleia and Jandaia streets. These cases, which exemplify two different ways in which the department operated, were mobilized to discuss the extent to which preservative actions in this neighborhood took into account a reconciliation between the conservation of tenements and the permanence of its residents in a moment of conceptual openness and new heritage sensitivities. While the IGEPAC-Bela Vista shows methodological limits in the incorporation of the tenements as a way of living and its residents, the Vatican and the buildings located at Assembleia and Jandaia streets show the possibilities of incorporating tenements in the strategies of preservation, but their demolitions indicate that the actions of the department were more fragile in the face of other forces that act on this territory.
