Esta tese tem como objetivo analisar políticas e projetos de conversão do patrimônio industrial em espaços de uso habitacional, a partir da compreensão das razões e das diferenças entre Brasil e Reino Unido, investigando os fatores que facilitam ou dificultam a conversão dos edifícios em ambos os países. Além disso, busca analisar os impactos sociais e econômicos dessa conversão do patrimônio industrial para fins habitacionais. O estudo concentra-se nas políticas urbanas relacionadas ao patrimônio industrial, planejamento urbano e habitação, com enfoque específico na viabilidade da conversão de edifícios industriais para uso residencial. A pesquisa foi realizada por meio da análise das cidades de Porto Alegre, Rio de Janeiro e Recife, no Brasil, e de Londres, no Reino Unido, a fim de compreender as políticas e o estado atual do uso de patrimônio industrial nessas áreas. O objetivo é identificar os fatores que promovem ou dificultam essa conversão, bem como explorar os desafios, as oportunidades e os impactos associados à preservação do patrimônio industrial. Dessa forma, a tese contribui para o debate sobre a preservação do patrimônio industrial, destacando a importância de políticas integradas entre patrimônio, habitação e planejamento, e a inclusão da conversão de uso dentro dessas políticas, além de sugerir a conversão do patrimônio industrial em habitação social no contexto brasileiro.

This thesis aims to analyze policies and projects for converting industrial heritage into residential spaces, understanding the reasons and differences between Brazil and the United Kingdom, investigating the factors that facilitate or hinder the conversion of buildings in both countries. Additionally, it seeks to examine the social and economic impacts of this conversion of industrial heritage for residential purposes. The study focuses on urban policies related to industrial heritage, urban planning, and housing, with a specific emphasis on the feasibility of converting industrial buildings for residential use. The research was conducted by analyzing the cities of Porto Alegre, Rio de Janeiro, and Recife in Brazil, and London in the United Kingdom, in order to comprehend the policies and current state of industrial heritage use in these areas. The objective is to identify the factors that promote or hinder this conversion, as well as explore the challenges, opportunities, and impacts associated with preserving industrial heritage. Thus, the thesis contributes to the debate on industrial heritage preservation, highlighting the importance of integrated policies among heritage, housing, and planning, and the inclusion of usage conversion within these policies. It also suggests the conversion of industrial heritage into social housing in the Brazilian context.
