A urbanização mundial ocorrida nos últimos séculos demonstra uma necessidade de aprimoramento do planejamento e da gestão em praticamente todos os eixos estruturantes de uma cidade. Cidades resilientes têm se aprimorado em preparar seus moradores e suas medidas de ações diante de estresses e catástrofes, podendo minimizar os dados ou até mesmo adquirir uma melhor condição final quando comparada à anterior. Ao analisar eventos ocorridos nos últimos anos que impactaram a cidade de São Paulo, como a greve dos caminhoneiros, as graves inundações, as secas prolongadas, a pandemia do coronavírus e até mesmo a oscilação do dólar, guerras internacionais e a exportação da produção nacional, foi possível notar que existem elos frágeis na cadeia de abastecimento alimentar, promovendo insegurança alimentar e desertos alimentares, que podem implicar no desabastecimento da megalópole paulistana. Sendo assim, a presente tese teve por objetivo específico propor estratégias em direção à autossuficiência alimentar na região da subprefeitura de Pinheiros, em São Paulo, por meio de técnicas de agricultura urbana conhecidas nacionalmente e internacionalmente, a fim de torná-la mais resiliente neste quesito. Foi estabelecido o cultivo por hidroponia em fazendas verticais após realização de visitas técnicas, revisão bibliográfica e entrevistas com gestores de fazendas urbanas, determinando a previsão de área construída e cultivável que seria necessária para abastecer 295 mil habitantes de Pinheiros com uma dieta mínima de sobrevivência elaborada mediante estudos e entrevistas com nutricionistas. Conhecida a influência que o consumo energético assume no valor final de venda dos produtos, foi prevista a implantação de usinas solares conforme unidade visitada durante o andamento da presente pesquisa, que possam suprir a demanda em 100%, 75%, 50% e 25%, reduzindo a dependência da rede local de energia elétrica e, assim, foram estimados os preços de venda de acordo com o comércio da região do recorte geográfico, prevendo que o abastecimento da população apenas ocorreria em condições de ativação do plano emergencial. Inicialmente, durante o desenvolvimento do plano, este seria um sistema alternativo, passando à sistemas redundantes e ações mitigatórias quando implantado efetivamente na região determinada.

The worldwide urbanization that has occurred in recent centuries has demonstrated a need of improvement of planning and management in practically all the structuring axes of a city. Resilient cities have improved in preparing their residents and their measures of actions in the face of stresses and catastrophes, being able to minimize the data or even acquire a better final condition when compared to the previous one. When analyzing events that have occurred in recent years that have impacted the city of São Paulo, such as the truck drivers' strike, severe floods, prolonged droughts, the coronavirus pandemic and even the oscillation of the dollar, international wars and the export of national production, it was possible to notice that there are weak links in the food supply chain, promoting food insecurity and food deserts, which may result in shortages in the São Paulo megalopolis. Thus, the present thesis had as specific objective to propose strategies towards food self-sufficiency in the region of the subprefecture of Pinheiros, in Sao Paulo, through urban agriculture techniques known nationally and internationally, in order to make it more resilient in this regard. Hydroponics cultivation was established in vertical farms after technical visits, literature review and interviews with managers of urban farms, determining the forecast of built and cultivable area that would be necessary to supply 295 thousand inhabitants of Pinheiros with a minimum survival diet elaborated through studies and interviews with nutritionists. Knowing the influence that energy consumption assumes on the final sale value of the products, it was foreseen the implementation of solar plants according to the unit visited during the course of this research, which can supply the demand in 100%, 75%, 50% and 25%, reducing the dependence on the local electricity network and, thus, the sale prices were estimated according to the trade of the region of the geographical cut, Predicting that the supply of the population would only occur under conditions of activation of the emergency plan. Initially, during the development of the plan, this would be an alternative system, moving to redundant systems and mitigating actions when effectively implemented in the given region.
