Este trabalho procura, por meio de uma análise histórica, caracterizar as formas de regulação do Estado e do mercado que atuaram na produção do transporte urbano em São Paulo, ao longo deste século. O objetivo de centrar o estudo na regulação do Estado e do mercado na produção do transporte público, como uma das mediações possíveis de análise se justifica pela relevância que este tema assumiu nas discussões sobre o papel Estado no atual contexto político-econômico brasileiro. Os diferentes momentos do desenvolvimento dos transportes públicos em São Paulo indicam que as condições de oferta da infra-estrutura e da organização espacial urbana estão vinculados a estágios do processo de acumulação - momentos de transformação sociais e políticas, motivadas por crises históricas do capitalismo no Brasil - e que estão relacionados aos momentos de inflexão do pensamento e prática do urbanismo. Desse modo, identifica-se que os diferentes modelos de regulamentação do serviços e as formas de organização assumidas pelo setor de transporte urbano em São Paulo estiveram articuladas ao processo econômico geral e que ao Estado sempre coube garantir antes o setor privado do que os serviços de transporte urbano.

This work by means of historical analysis looks forward to characterize the State and market regulation forms which operated at urban transport production in Sao Paulo, along this century. The purpose is to focus the study on State and market regulations in public transport production, as one of the possible analysis mediations, as it is justified by the relevance this topic took over discussions on the State role at the present brazilian political-economical context. The different moments of public transportation development in Sao Paulo outpoint that the substructure offering conditions and spatial urban organization are entailed to phasis of the accumulation process - social-political transformation moments, motivated by historical capitalism crisis in Brazil - and which are connected to inflexion moments of town planning thinking and practice. Thus, one may identify that different service regulation patterns and organization shapes taken over by São Paulo urban transport branches has been joined to the general economical process, and to the State has always fallen to ensure rather the private sector than the urban transportation services.
