Esta tese pretende avaliar relações entre arquitetura e cidade, presentes nos discursos e planos urbanísticos da corrente carioca (formalista) do modernismo no Brasil, tomando como referência Lucio Costa, enquanto liderança e interlocutor deste grupo. Considerando que o leque dessas relações é bastante amplo, optou-se por restringi-las à questão da monumentalidade, por ser um tema que obrigatoriamente dialoga tanto com a concepção arquitetônica quanto com o projeto de cidades, permitindo que a abordagem estética (plástico-formal) aflore enquanto questão necessária e fundamental para as disciplinas de arquitetura e de urbanismo. Além disso, a dimensão monumental, que é tida como incompatível com o pensamento do Movimento Moderno, no segundo pós-guerra foi incorporada ao discurso de alguns de seus segmentos internacionais, ao mesmo tempo em que foi uma das qualidades que fizeram do plano urbanístico de Lucio Costa o vencedor do Concurso de Brasília, sinalizando para uma aparente contradição a ser explorada.

This thesis intends to evaluate relations between architecture and cities, which are present in the speeches and the urban plans of modern carioca architects, i.e., the Brazilian formalist trend. Lucio Costa is the main reference for the present analysis, since he was the leader and the interlocutor of this group. Thinking over the width of those relations, they had to be restricted to a specific theme, the monumentality, which necessarily establishes a dialogue with both architectural conceptions and cities design. It is a thematic that can replace the aesthetic approach as a necessary and fundamental question to the architecture and the urbanism fields. Besides, the monumental dimension, usually understood as incompatible with the Modern Movement thoughts, on the contrary, was incorporated to some international modern speeches after the Second World War, as well as it was one of the main qualities that made the Lucio Costa urban plan the winner of the Competition for Brasília, in an apparent contradiction to be explored.
