O trabalho trata das políticas públicas do meio ambiente desenvolvidas no Brasil, através de 3 recortes diferentes. O primeiro capítulo aborda o tema no âmbito nacional, com foco na difusão da ideologia ambientalista e na evolução da legislação de proteção da natureza e controle da poluição, a partir da década de 1930. Destaca que a sociedade brasileira vive uma situação contraditória, entre um discurso preservacionista e práticas concretas que reproduzem formas historicamente predatórias de apropriação dos recursos naturais. O segundo capítulo trata das políticas públicas do meio ambiente aplicadas na metrópole paulista, desde o final do século XIX. Constitui uma análise crítica das ações de governo dirigidas aos serviços de abastecimento de água, coleta e tratamento de esgotos e lixo, drenagem urbana, provisão de áreas verdes e controle da poluição, relacionando-os com a legislação urbanística e de controle ambiental. O terceiro capítulo discute a questão dos mananciais de água da metrópole paulista, através do processo de revisão da legislação de proteção na década de 1990. Focaliza os conflitos decorrentes dessa legislação, identificando os atores envolvidos, seus interesses e a situação real dos mananciais protegidos.

The present paper addresses environmental public policies developed in Brazil by focusing on three different dimensions. The first chapter discusses the issue from a domestic perspective, focusing on the dissemination of environmental ideology, and the evolution of laws for pollution control and conservation of nature after the 1930s. This chapter highlights the contradictions of Brazilian society and its wonderings between conservationist rhetoric and concrete practices that replicate historically predatory forms of appropriating natural resources. The second chapter presents environmental public policies that have been in force in the city of São Paulo since the end of the 19th century. It analyses governmental actions in terms of water provision, sewage and garbage collection and treatment, urban drainage, provision of public open spaces, and pollution control, assessing the provision of such public services in view of environmental control laws and urban legislation. Finally, the third chapter discusses the issue of water sources in the metropolis of São Paulo by reviewing the protection laws in the 1990s. Conflicts resulting from such legislation, key players and their respective interests, and the actual situation of protected water sources are approached in this section.
