Este trabalho reconstrói o período de 1947 a 1972 do urbanismo paulistano em função das idéias e práticas desenvolvidas no setor de urbanismo da administração municipal. Através da análise do processo de institucionalização do planejamento e do processo de construção do zoneamento, são destacadas as inovações introduzidas no setor, a partir do momento em que o plano não mais constitui instrumento que interfere na configuração e na produção do espaço da cidade. Mostramos que enquanto o plano assume um papel progressivamente secundário, o zoneamento compreensivo emerge como o principal instrumento de planejamento. A construção do zoneamento é recuperada do ponto de vista do processo de elaboração e aprovação das leis, dos interesses a que atende, e das áreas da cidade que atinge. Mostramos que a partir da criação do Departamento de Urbanismo, inicia-se um intenso processo de codificação técnica do instrumento, e que em 1955 o formato e o conteúdo básico da lei geral de zoneamento, aprovada em 1972, já estavam definidos. São identificadas as referências do urbanismo americano na organização administrativa, nas idéias difundidas e nas práticas desenvolvidas pelo setor de urbanismo, mostrando como se dá sua transposição para a realidade paulistana.

This work rebuilds a period of twenty-five years of urban planning in São Paulo, from 1947 to 1972. Not only ideas and practices developed by the official Planning Agency are reviewed, as we!! as, through the analysis of the planning and zoning processes, the innovations introduced are pointed out. Most of all, innovations that are introduced from the time on the plan, do not constitute anymore an instrument of production and configuration of the urban space. The planning institutionalization and zoning construction processes show that while the Master Plan assumes a progressive secondary role, the comprehensive zoning emerges as the main planning tool. Zoning construction is understood as a result of law making and approving process, which encompass the interests involved and limited city areas. Consequently, it is possible to show that after the creation of the Departamento de Urbanismo a very intense process of technical coding of zoning began, and that the basic form and contents of São Paulo's general zoning law approved in 1972 were already defined in 1955. Finally, this work identifies references of American planning in the administrative organization, as well as in the ideas and practices of the Planning Agency, showing how they have been adapted to São Paulo city's reality.
