A tese aborda as origens da intervenção do Estado na questão habitacional e suas repercussões nas transformações das formas de provisão de moradia no país. Detendo-se sobretudo no período de 1930/1954, aprofunda o estudo das medidas tomadas por Getúlio Vargas que tiveram forte repercussão nas formas de provisão de habitação, como a Lei do Inquilinato (1942), que congelou os aluguéis, e a criação das Carteiras Prediais dos Institutos de Aposentadoria e Pensões (1938) e da Fundação da Casa Popular (1946), que deram início à produção e financiamento estatal da habitação no Brasil. Neste sentido, é dado particular destaque à situação habitacional em São Paulo, onde a intervenção estatal, num quadro conjuntural marcado pela acelerada urbanização e intenso crescimento industrial, gerou grave crise de moradias, principalmente na segunda metade da década de 40. Em consequência, proliferaram soluções habitacionais promovidas pelos próprios trabalhadores, como a casa autoempreendida nas favelas e, sobretudo, nos loteamentos periféricos. A tese mostra como a intervenção do Estado na questão habitacional foi coerente com a estratégia governamental de estimular a industrialização do país, transferindo da iniciativa privada para o poder público e, principalmente, para o próprio trabalhador o ônus da provisão de moradias, indispensável na viabilização do acelerado processo de industrialização do país a partir dos anos 40.

Federal social housing in Brazil: the early years (1930/1954)

This paper deals with the beginnings of State action on housing and urban issues in Brazil and the changes in housing provision resulting from said action. Focus is given to the years 1930/1954 and the impact measures taken by President Getulio Vargas, such as The Rent Act (1942), which froze rent prices, and the establishment of housing loan departments at workers retirement and pension agencies (1938), and The Popular House Foundation (1946). Such actions led to startup of direct housing construction and financing by the brazilian government. Another important aspect dealt with in this paper is the housing situation in São Paulo where fast urbanization and high industrial growth rates gave rise to a serious housing unit shortage, especially from the middle 40s on. This discussion also includes housing solutions found by low-income workers, such as building their own dwellings in slums (favelas) or in primitive private settlements lacking sanitary infrastructure in the citys outskirts. This paper also shows how State action was coherent with the strategy planned by the government to foster the countrys industrialization in the 40s whereby housing provision for low-income population segments was transferred from private enterprise to the Public Administration, and to the workers themselves.
