A Constituição Brasileira de 1988 instaurou uma série de novas prerrogativas sobre os entes federativos, especialmente quanto aos seus direitos e obrigações, predominando uma orientação em favor da descentralização das competências do governo federal, de modo que as unidades federativas e os municípios passassem a ter um papel mais ativo na gestão de políticas públicas. Esta tese busca utilizar deste panorama para compreender se as migrações no Brasil poderiam ser influenciadas por medidas fiscais. Desta forma busca-se compreender se aumentos de receitas, as quais poderiam financiar novos gastos públicos, seriam capazes de promover a atração de indivíduos. Para tanto, foi feito uma ampla revisão de literatura em que se buscou identificar como a teoria tem compreendido os movimentos migratórios, bem como estes têm sido retratados dentro da literatura empírica. Para a caracterização do fenômeno, utilizou-se os dados do Censo Demográfico de 2010, o qual foi capaz de revelar a multiplicidade do migrante. Para analisar a existência de algum efeito causal das finanças públicas sobre as migrações utilizou-se uma Regressão Descontínua Fuzzy, a qual se aproveitou das regras de alocação dos recursos do Fundo de Participação dos Municípios. Os resultados indicam que o efeito é heterogêneo, tal qual o perfil do migrante e o fenômeno migratório em si, ou seja, determinados grupos parecem não serem diretamente afetados pela política fiscal local quanto ao seu comportamento migratório, sendo outros canais, especialmente o mercado de trabalho, possivelmente mais determinante no processo de decisão. No entanto, ao se melhor isolar os grupos de migrantes em suas características, esse resultado se altera, havendo, portanto, um efeito de atração mais específico na ocorrência de um aumento exógeno de receitas, as quais poderiam ter financiado melhores serviços públicos, elevando assim o bem-estar dos habitantes do município de destino.

The Brazilian 1988 Constitution introduced a series of new prerogatives over federal entities, especially regarding their rights and obligations. A new focus in favor of decentralizing the responsibilities of the federal government was carried out, so that federative units and municipalities could play a more important role in active public policy management. This thesis uses this framework to understand whether migrations in Brazil could be influenced by fiscal measures. In this way, we question whether increases in revenue, which could finance new public spending, would be able to promote the attraction of new residents. To this end, we reviewed a very broad and mixed literature in order to identify how the theory has understood migratory movements, as well as how these movements have been portrayed within the empirical literature. To characterize the phenomenon, we used data from the 2010 Brazilian Demographic Census, which was able to reveal the multiplicity of the migrants. To analyze the existence of any causal effect of public finances on migration, we proposed a Fuzzy Discontinuous Regression, which took advantage of a fiscal rule for allocating resources from the Fundo de Participação dos Municípios. The results indicate that the effect is heterogeneous, as well as the profile of the migrants and the migration phenomenon itself, that is, certain groups do not seem to be directly affected by the local fiscal policy regarding their migratory behavior, therefore other channels, such as the labor market, should play a more decisive role in the decision-making process. However, as we better isolate the groups of migrants in their characteristics, this result changed, and there is, therefore, a group specific attraction effect in the occurrence of an exogenous increase in revenues, which could finance better public services, thus increasing the welfare of the inhabitants in the destination municipality over the local fiscal policy.
