Tratou-se aqui de analisar os bens coletivos primeiramente enquanto geradores de questões de difícil resposta para o paradigma neoclássico, considerando quais seriam as regras do jogo, para avançar as respostas, e, em segundo lugar, refletir, mesmo que rapidamente, a crescente aceitação das proposições da Nova Economia Institucional. No primeiro capítulo discutiu-se a natureza da questão teórica trazida pelos bens coletivos. No segundo capítulo, viu-se como o projeto teórico neoclássico, a partir de suas bases metodológicas e analíticas, buscou contornar o "obstáculo" dos bens coletivos buscando incorporar explicações de natureza institucional. O capítulo três se desdobra em vários argumentos, alicerçados em Papandreou, de modo a relacionar os custos de transação com a definição dos custos relativos de funcionamento e formação dos arranjos institucionais. O último capítulo apresenta a conclusão: bens coletivos, mainstream e a Nova Economia Institucional.

The aim here was to analyze collective goods, firstly as generators of questions that are difficult to answer for the neoclassical paradigm, considering what the rules of the game would be, to advance the answers, and, secondly, to reflect, even if quickly, the growing acceptance of the propositions of the New Institutional Economy. In the first chapter, the nature of the theoretical issue raised by collective goods was discussed. In the second chapter, we saw how the neoclassical theoretical project, based on its methodological and analytical bases, sought to overcome the "obstacle" of collective goods by seeking to incorporate explanations of an institutional nature. Chapter three unfolds into several arguments, based on Papandreou, in order to relate transaction costs to the definition of the relative costs of operating and forming institutional arrangements. The last chapter presents the conclusion: collective goods, mainstream and the New Institutional Economy.
