O plano plurianual (PPA) nasceu com a Constituição Federal brasileira de 1988, é o principal instrumento de planejamento público do País, pois, além da sua abrangência, deve ser observado por todos os demais planos e a sua elaboração é obrigatória a todos os entes da federação, quais sejam: o ente federal, os 26 estados e o Distrito Federal e os 5.568 municípios. O primeiro PPA federal foi elaborado em 1990 para viger entre 1991 a 1995 (o único com duração de cinco anos, assim como o mandato presidencial à época). O mais recente e atual, elaborado em 2019 para viger entre 2020 a 2023, diz respeito ao oitavo ciclo do plano. Por outro lado, em que pese esse amplo período de experiência com o instrumento, por diversos motivos, impõem-se limitações ao potencial de sua utilização e, por conseguinte, de possibilidades de impacto. Inclusive, esse plano ainda é pouco conhecido pela sociedade. Então, próximo a completar 30 anos nesse oitavo ciclo, com sua identidade ainda discutível e frente à possibilidade de sua extinção devido à PEC 188/2019, esta tese propôs um balanço sobre o PPA, buscando refletir sobre o seu passado, presente e futuro como instrumento central do planejamento público brasileiro. Para isso, foram realizadas análise documental dos planos plurianuais e normas afins, revisão da literatura nacional de 1991 a 2020 para identificar os problemas e desafios do PPA ao longo de sua história e revisão da literatura internacional de 1981 a 2020 sobre gestão e planejamento estratégicos públicos. Posteriormente, a partir da pesquisa documental e da revisão da literatura, foi elaborado um roteiro para entrevistas semiestruturadas aplicadas juntamente a informantes-chave, dos mais diversos setores da sociedade, que atuaram e/ou atuam com o plano plurianual buscando-se também promover o debate sobre o papel do PPA. Em que pesem as tentativas recentes de esvaziar e até mesmo extinguir o principal instrumento de planejamento público brasileiro, a literatura e os entrevistados, além de ressaltarem a importância do planejamento público, defenderam a existência do PPA ou, no limite, a sua substituição por outro instrumento que exerça efetivamente as funções que caberia a ele.

The pluriannual plan (PPA) was created with 1988´s Brazilian Constitution, it is the main instrument of public planning in the country since, in addition to its scope, it must be considered by all other plans and its production is mandatory for all entities of the Brazilian Nation, which are: the federal entity, the 26 states and the Federal District and the 5,568 municipalities. The first federal PPA was developed in 1990 to run from 1991 to 1995 (the only one that performed for five years, as well as the presidential term at the time). The current plan was drawn up in 2019 to take effect between 2020 and 2023, it concerns the eighth cycle of the plan. On the other hand, despite this wide period of experience with the tool, for several reasons, there are limitations imposed on the potential use of PPA and, therefore, on the possibilities of impact. This plan is still little known by society. So, close to completing 30 years in this eighth cycle, PPA identity is still debatable and faces the possibility of extinction due to PEC 188/2019, this thesis proposes an assessment of the PPA in order to reflect on its past, present and future as a core instrument of Brazilian public planning. For this purpose, documental analysis of pluriannual plans and related rules were performed, review of national literature published from 1991 to 2020 aiming to identify problems and challenges related to PPA throughout its history and review of international literature published from 1981 to 2020 about strategic public management and planning. Subsequently, based on documentary research and literature review, it was prepared a research guide to semi-structured interviews applied together with key informants, from the most diverse sectors of society, who worked and/or works with the multiannual plan also seeking to promote the debate on the role of PPA. Despite recent attempts to empty and even extinguish the main instrument of Brazilian public planning, the literature and those interviewed, in addition to stressing the importance of public planning, defended the existence of the PPA or, at the limit, its replacement by another instrument that effectively performs the functions that it should.
