O objetivo deste estudo é descrever a estrutura organizacional descentralizada da função de recursos humanos de uma empresa química, buscando aumentar os estudos sobre o tema de estrutura organizacional da área de recursos humanos. Foi realizado um estudo de caso em uma empresa multinacional de grande porte do setor químico, comparando sua estrutura de recursos humanos com as de empresas consideradas como modelo. A pesquisa de campo constituiu-se de entrevistas, análises de documentos e observação-participante. Os dados foram submetidos à análise de acordo com a teoria estudada. Os dados das empresas modelo foram submetidos, através de pesquisa em trabalhos acadêmicos e de entrevista não-estruturada. Pode-se concluir que a empresa estudada possui uma estrutura da área de recursos humanas descentralizada semelhante ás outras empresas pesquisadas em relação á forma de departamentalização, possuindo uma área responsável pelos processos corporativos e outra responsável por atendimentos específicos. A descentralização com o uso de consultores internos foi encontrada e se verificou que ela apresenta mais vantagens que desvantagens. Apesar das estruturas semelhantes, não se pode concluir que a administração e as estratégias de recursos humanos das diferentes empresas sejam parecidas.

The mean of this work is to describe the decentralized organizational structure of Human Resources management in a Chemical Company, to enhance the studies about Human Resources organizational design. It has been a case study in a big multinational Chemical company, and it was compared its Human Resources structure against model firms. The field research had interviews, documents analisys and observations methods. The data was analysed according to the theory. The data from model companies was obtained by second fonts, in academic papers and an interview non-structured. It was concluded that the enterprise has a HR organizational structure like the others model firms related on structure design, with two main areas: one responsible for corporative actions and another responsible to attend specific business. The decentralization by internai consultants was founded and it was verified that this kind of decentralization has more advantage than disadvantage. Perhaps the organizations have similar structures, it is not possible conclude that Human Resources Management are similar.
