O grande desenvolvimento das tecnologias de informação e comunicação, que hoje se manifesta na popularização da internet e na criação de modelos próprios de negócio, deu origem a uma nova forma de organização social. Neste contexto, os problemas sociais e organizacionais tomam tal magnitude que sobrepujam a capacidade de organizações isoladas lidarem com eles. Na busca de soluções para as atuais e complexas demandas impostas aos governos, as fronteiras entre a iniciativa privada e o setor público, antes tão claras, estão obscurecendo por causa da numerosa e crescente presença de parcerias intersetoriais. Esta pesquisa, qualitativa e de abordagem interpretivista, investiga a formação de parceria público-privado e analisa as implicações dos aspectos de governança neste processo. Consiste de um estudo de caso único: o portal de compras do Governo Federal Brasileiro. Os dados do estudo foram recolhidos com entrevistas com representantes dos colaboradores, documentos relativos ao arranjo, e informações recolhidas no próprio site www.comprasnet.gov.br. Os resultados desta análise evidenciam as características particulares das parcerias intersetoriais, e permite traçar um mapa que relaciona as fases do projeto de cooperação e as implicações do modelo de governança adotado.

This paper studies, through a qualitative and interpretive approach, a public - private sector partnership analyzing its governance model implications. It is a single case study: the Brazilian Government Purchases - Portal COMPRASNET. Specifically, it highlights the unique aspects of the inter-sector partnerships and draws a relationship map for the governance model adopted in each phase of the cooperation project. The sources of information were interviews with key people in the participating organizations, legal documents related to the project and data gathered in the web site www.comprasnet.qov.br The great development of information and communication technologies, currently manifesting through the ubiquitous use of the internet and its unique business models, has originated a new form of social organization. Within this context, the social and corporate intricacies take a proportion that overwhelms the individual organizations capacity of dealing with them. In the quest for solutions for the complex demands imposed over governments, the once so clear frontiers of the public and private sectors are now shallower because of the high and growing number of inter-sector partnerships.
