Este trabalho representa uma descrição detalhada das várias etapas da evolução da indústria siderúrgica brasileira, buscando mostrar as principais restrições ao desenvolvimento dessa indústria desde o século XVI até os dias atuais. Com base nessa análise, demonstramos que a competição internacional é um conceito vital na formulação de uma estratégia eficiente para o desenvolvimento da indústria siderúrgica nacional. Nesse contexto, utilizando o conceito de custo dos recursos domésticos (RDC), buscamos aferir a competitividade da siderurgia brasileira por meio da análise de dois dos mais importantes projetos da década de 70: a terceira etapa da Companhia Siderúrgica Nacional (CSN ), e o estabelecimento da Vibasa. Os resultados obtidos indicam que apenas o projeto da Vibasa atende aos critérios de eficiência alocativa, o que ilustra que apesar das vantagens comparativas já existentes no Brasil para a produção de laminados não planos, o setor de laminados planos (CSN) o faz, não apresentam as mesmas vantagens. Outro aspecto analisado foi a importância da caracterização dos projetos como substitutos ou não de importações. Essa análise ilustrou o fato de que o retorno social de um investimento tende a aumentar quando a fase de substituição de importações é ultrapassada.

This work representes a detailed description of the various stages in the evolution of the Brazilian steel industry, attempting to show the principal restrictions on the development of this industry from the sixteenth century until today. Based on this analysis, we demonstrate that international competition is a vital concept in the formulation of an efficient strategy for the development of the national steel industry. In this context, utilizing the concept of domestic resource cost (DRC), we seek to gauge the competitiveness of the Brazilian steel industry through the analysis of two of the most important projects of the 70s: the third stage of the Companhia Siderúrgica Nacional (CSN), and the establishment of Vibasa. The results obtained indicate that only the project of Vibasa observes the criteria of allocative efficiency, which illustrates that in spite of the comparative advantages already existing in Brazil towards the production of non-flat rolled products, the sector of flat rolled products (CSN) does not present the same advantages. Another aspect analysed was the importance of the characterization of the projects as import substitutives or not. This analysis illustrated the fact that the social return of an investment tends to increase when the phase of import substitution has been passed.
