O presente trabalho analisa o processo das reformas realizadas na União das Repúblicas Socialistas Soviéticas (URSS), conhecido por Perestroika e indicar, na base de seus resultados, porque não alcançou os objetivos desejados. Nesse âmbito verificou-se a consistência das propostas feitas e realizadas em relação às mudanças no funcionamento do sistema econômico e político da URSS, empreendidas durante a perestroika. Foram analisadas: a situação econômica existente no final da primeira metade dos anos 80 e as necessidades de aplicação das reformas radicais no sistema; as reformas propostas na perestroika; os processos de implementação das reformas propostas ao longo dos anos 1985-1991. Verificou-se que a Perestroika não alcançou os resultados desejados devido à inconsistência e à incoerência das reformas, realizadas acima da sociedade soviética, e à resistência das forças da burocracia governamental e partidária no processo de sua implementação.

The goal of this work is to analyze the process of reforms carríed out at the Soviet Union, known as Perestroika and to indicate, in the base of its results, why it didn't achieve the aimed objectives. Along this work one intends to verífy the consistence of the made and carríed out proposals in relation to the changes in the working of the economic and political system ofthe Soviet Union undertaken during Perestoika. This work deals with the soviet economic performance along the years before Parestroika and the needs of the application of the radical reforms; the general aspect and the strategy of the perestroika; the evolution of Perestroika and the dynamic of the reform implementation process along the years 1985-1991. It was verífied that Perestroika didnt achieve the aimed objectives due to the inconsistency and to the incoherence of the reforms, carríed out above the Soviet society, and to the resistance of the power of the bureaucracy along those implementation process.
