Este estudo analisa os impactos da atuação do Estado na economia brasileira através de gastos com consumo do Governo e investimentos do setor público. Em uma breve descrição da participação do Governo dos anos 70 até o presente é possível observar diferentes formas de atuação do Estado, no início atuando na esfera produtiva e atualmente destacando-se no papel de regulador, sobre o crescimento da economia brasileira. Outra consideração, a respeito da evolução da participação do Governo refere-se às suas despesas, as quais também apresentam um impacto sobre o desempenho do PIB real. Em uma estimação através do método de cointegração esse estudo traz algumas conclusões referentes aos impactos dos gastos públicos: gastos em investimento, das administrações públicas e estatais, têm um impacto positivo e significativo sobre o PIB e os gastos com consumo final do Governo um impacto negativo, porém não significativo. Acerca dos investimentos privados pode-se inferir que esses afetam positivamente o PIB e, por outro lado, são afetados pelos gastos com consumo do Governo. Esses últimos exercem um efeito crowding-out sobre os investimentos privados. No que diz respeito aos investimentos públicos pode-se concluir que no período de 1970-2003 esses não exerceram nem efeitos substitutivos nem complementares ao privado.

This paper analyses the impacts of the State in the Brazilian economy which occurs through Government consumption expenses and investments of the public sector. In a brief description of the Government role in the Brazilian economic growth from the seventies until now, it is possible to observe different ways of intervention: first, acting directly on the productive sector and nowadays playing a role of regulator of the economy. In this same period of time, the paper also considered the Government expenses which also have impacts on the GDP. The paper reaches some conclusions about the impacts of Government expenses on the Brazilian economy through estimates using the cointegration method: investment, public administration and State firms expenses have a positive and statistically significant impact on the GDP. Government consumption expenses have a negative, but not significant, effect on the GDP. The private sector investments affect the GDP positively. On the other hand they are affected by Government consumption expenses. These have a crowding-out effect on the private sector investments. The public sector investments had neither substitutive nor complementary effects on the private sector investment between 1970 and 2003.
