Este trabalho é realizado a partir de um cenário estabelecido por pequenas empresas e, considerando-se a importância desse segmento para o desenvolvimento econômico e social dos países, delimita seus estudos em alguns aspectos da análise de retorno de investimento desses empreendimentos, mais especificamente em tomo das variáveis que contribuem para o estabelecimento do custo do capital próprio (Ke). Este assunto encontra-se em um estágio relativamente desenvolvido quando aplicável a empresas que tem suas ações negociadas nos mercados de capitais e o custo desse capital e mensurado tendo-se em vista os custos de oportunidade envolvidos, com destaque a mensuração do nível de risco desses empreendimentos. Pretende-se refletir sobre as teorias existentes e suas respectivas adaptações para as empresas delimitadas neste trabalho e, como contribuição proposta, estabelecer o que se denomina de Escala Hierárquica de Risco Setorial (EHRS), apurada por meio de uma amostra de balanços perguntados de pequenas empresas e de uma pesquisa empírica realizada junto a gerentes de instituições financeiras situadas na região de Cuiabá/MT. Espera-se que o produto desta dissertação possa auxiliar as análises de desempenho das pequenas empresas e, também, facilitar as avaliações das instituições de créditos para mensuração dos riscos e das taxas de financiamento praticadas.

This work is based on a scenario established by small companies and, considering the importance of this segment for the economic and social development of countries, it delimits its studies to some aspects of the analysis of the return on investment of these enterprises, more specifically in terms of the variables that contribute to establishing the cost of equity (Ke). This subject is at a relatively developed stage when it applies to companies whose shares are traded on the capital markets and the cost of this capital is measured taking into account the opportunity costs involved, with emphasis on measuring the level of risk of these ventures. The aim is to reflect on existing theories and their respective adaptations for the companies defined in this work and, as a proposed contribution, to establish what is known as the "Hierarchical Sector Risk Scale (EHRS)", calculated using a sample of balance sheets of small companies and an empirical survey of managers of financial institutions located in the Cuiabá/MT region. It is hoped that the product of this dissertation will help analyze the performance of small businesses and also facilitate the evaluation of credit institutions to measure the risks and financing rates practiced.
