Apesar de ainda representarem uma pequena parcela do sistema financeiro nacional, as cooperativas de crédito vêm apresentando taxas de crescimento significativas nos últimos anos em termos de número de cooperados e operações de crédito, chamando cada vez mais atenção no mercado financeiro. Mesmo se tratando de uma instituição sem fins lucrativos e que carrega a princípio um espírito de coletividade e ajuda mútua, as cooperativas estão sujeitas aos potenciais conflitos oriundos do desalinhamento de interesses dos seus membros e, portanto, se deparam com os custos gerados por esses conflitos. A presença desses custos gera interesse em pesquisar se determinadas práticas de governança poderiam mitigá-los. Por oferecerem riscos semelhantes aos de instituições financeiras não cooperativistas, as cooperativas passaram a ser reguladas pelo Banco Central do Brasil, que dentre diversos aspectos regulamentados, atuou em uma ampla discussão sobre práticas de governança das cooperativas. Este grande projeto estratégico culminou em normas importantes para o segmento, representando um marco para a governança cooperativa. Como o Banco Central neste período também criou uma nova segmentação entre as cooperativas, colocando exigências diferenciadas de governança para cada segmento, vislumbrou-se a possibilidade de se adotar diferentes modelos econométricos para se mensurar a potencial relação causal existente entre governança e desempenho financeiro por meio de três metodologias: variável instrumental, descontinuidade e diferenças em diferenças. Essas metodologias exploraram o potencial impacto das Resoluções CMN 3.859 de 2010 e 4.434 de 2015 sobre determinadas características de governança e eventual alteração no desempenho das cooperativas afetadas. Para o cenário da Resolução 3.859 foi encontrada relação estatisticamente significante entre a maioria das variáveis de desempenho e a presença da estrutura administrativa diferenciada referenciada na Resolução. Os sinais encontrados dos coeficientes da variável de interesse foram dos mais diversos, destaque para os sinais positivos dos coeficientes das regressões que utilizaram como indicador de desempenho as taxas de crescimento de receitas operacionais, captações e ativo total. Para o cenário da Resolução 4.434 um número menor de variáveis de desempenho apresentou relação estatisticamente significante com a presença da estrutura administrativa diferenciada, além disso, na maioria das vezes os sinais dos coeficientes apontam para uma piora no desempenho das cooperativas que as adotaram.

Although they still represent a small part of the national financial system, credit unions have been showing significant growth rates in recent years in terms of number of cooperatives and credit operations, drawing increasing attention in the financial market. Even if it is a non-profit institution and carries a collective spirit and mutual aid at first, cooperatives are subject to potential conflicts arising from the misalignment of their members' interests, and therefore are faced with the costs generated by these conflicts. The presence of these costs generates interest in researching whether certain governance practices could mitigate them. Because of the similar risks to those of non-cooperative financial institutions, cooperatives were regulated by the Central Bank of Brazil, which, among several regulated aspects, acted in a broad discussion on cooperative governance practices. This great strategic project culminated in important norms for the segment, representing a milestone for cooperative governance. As Central Bank in this period also created a new segmentation among cooperatives, placing differentiated governance requirements for each segment, it was envisaged the possibility of adopting different econometric models to measure the potential causal relation between governance and financial performance through of three methodologies: instrumental variable, discontinuity and differences in differences. These methodologies explored the potential impact of Resolutions CMN 3,859 in 2010 and 4,434 in 2015 on certain characteristics of governance and possible changes in the performance of affected cooperatives. For the scenario of Resolution 3,859, a statistically significant relationship was found between the majority of the performance variables and the presence of the differentiated administrative structure referenced in the Resolution. The signs found of the coefficients of the variable of interest were the most diverse, highlighting the positive signs of the regression coefficients that used as operating performance growth rates of revenues, funding and total assets. For the scenario of Resolution 4,434, a smaller number of performance variables showed a statistically significant relationship with the presence of a differentiated administrative structure. In addition, most of time, the coefficient signals point to a worse performance of the cooperatives that adopted them.
