Esta tese investiga a formação do Estado para demonstrar que ele pode ser visto como um produtor e distribuidor de renda econômica por intermédio de suas entidades, quando da produção de bens e serviços oferecidos, também, pela iniciativa privada. Com este propósito, procurou-se colocá-lo nas mesmas condições da firma, que procura pela administração dos contratos, que representa, a minimização dos custos e a maximização dos resultados. Assim, através do uso analítico da Teoria do Agenciamento, apontaram-se caminhos para que a informação transmitida pelo Agente (gestor público) ao Principal (cidadão) seja compreendida. Para tanto, utilizou-se a demonstração da receita econômica gerada pelo Estado, por meio do uso do custo de oportunidade em confronto com o custo do agenciamento dos serviços prestados. E, ainda, foram evidenciados os ganhos auferidos pelos cidadãos através do que denominamos contracheque econômico.

This thesis examines the process of State formation to show that it can be seen as a producer and distributor of economic income through its various agencies and bodies, when they produce the same kinds of goods and Services as offered by the private sector. In accordance with this assumption, the State will be analyzed as of it were a firm, which seeks, through the administration of the contracts it enters into, the minimization of costs and the maximization of gains. Through the analytical use the theory of agency, methods will be suggested that can allow information transmitted by the Agent (public manager) to the Principal (Citizen) to be understood by the latter. As a demonstration of this approach, the study will use the economic income generated by the State, by means of a comparison of opportunity cost and agency cost of the Services provided. Further, the gains obtained by citizens will be shown through what we call the economic pay stub.
