O ambiente organizacional, crescentemente turbulento e dinâmico, tem gerado nos profissionais de administração de salários um sentimento de crescente desconforto: ao mesmo tempo que aumenta a cobrança por resultados, leva à obsolescência os instrumentos usualmente utilizados centrados no conceito de cargos , os quais foram desenvolvidos para funcionar numa realidade estável e previsível. Este fenômeno tem levado ao surgimento de técnicas alternativas de administração salarial visando, essencialmente, um alinhamento entre os salários praticados contribuição dos profissionais aos resultados da organização. Em meio às inúmeras proposições emergentes, muitas das quais conceitualmente frágeis, surge, na gestão por competências, a esperança de um horizonte mais alentador aos profissionais de remuneração. Discutimos, neste trabalho, as dificuldades e fragilidades das técnicas tradicionais de administração de salários e apontamos para os cuidados que devemos ter ao trabalharmos com o conceito de competências como elemento de suporte às diferenciações salariais. Somamos à reflexão conceitual o estudo de uma metodologia de construção de sistemas de remuneração por competências, cujos resultados apontam para o surgimento de uma proposta sólida, alinhada às necessidades de gestão salarial emergentes em organizações inseridas em ambientes competitivos.

The organizational environment, which is progressively turbulent and dynamic, has imposed a sense of growing discomfort on the professionally qualified salary administrator. At the same time that there is an increasing demand for results, the conventional tools in use, which were developed to function within a predictable and stable horizon, focused on the job position concept, are becoming obsolete. This phenomenon has led to the appearance of alternative salary administration techniques, which essentially aim at matching the salary paid with the professionals contribution to the organizations result. Within the proposals mooted, many of which suffer from conceptual weaknesses, competencies management emerges as the best hope for the professional salary administrator. In this paper we discuss the difficulties and weaknesses in the traditional techniques of salary administration and point out the care needed in working with the concept of competencies as a support element in defining salary differentiation. To this conceptual reflection, we add a study of the methodology for building a competencies remuneration system, the results of which show indications of the emergence of a solid proposal, in line with the requirements for salary administration in companies that are part of competitive environments.
