O trabalho foi realizado sob a forma de estudo conceituai, baseado na bibliografia aqui experiência com problemas administrativos. As conceituações de problema e diagnóstico são profundamente exploradas e diferentes pontos de vista sobre assuntos, como sistemas especialistas, Medicina e metodologia científica, são introduzidos aos conceitos, a fim de encontrar contribuições desses assuntos para o processo de diagnóstico em Administração. Apresentamos um modelo detalhado passo a passo para o processo de diagnóstico, montado com base em ideias de outros autores. Os objetivos, conteúdos e produtos de cada fase estão descritos de maneira a proporcionar o seu uso para quem o ache aplicável. Os fatores críticos de sucesso para o modelo são apresentados como sendo as condições sob as quais o processo de diagnóstico deve ser conduzido, a fim de que se atinjam resultados satisfatórios. Os cinco fatores sugeridos são: competência, enfoque sistémico, levar em conta a variável temporal, evitar deixar se prender por paradigmas ou modelos mentais e evitar o foco em problemas urgentes. Nossa proposta é que, se tais fatores forem seguidos adequadamente, as chances de se conseguir um diagnóstico satisfatório serão maiores.

The work was carried out in the form of a conceptual study, based on the bibliography here, experience with administrative problems. The problem and diagnosis conceptualizations are deeply explored and different points of view on subjects, such as expert systems, Medicine and scientific methodology, are introduced to the concepts, in order to find contributions from these subjects to the diagnosis process in Administration. We present a detailed step-by-step model for the diagnostic process, built on ideas from other authors. The objectives, contents and products of each phase are described in order to provide its use for those who find it applicable. The critical success factors for the model are presented as the conditions under which the diagnostic process must be conducted, in order to reach satisfactory results. The five factors suggested are: competence, systemic focus, taking into account the temporal variable, avoiding getting caught up in paradigms or mental models, and avoiding focusing on urgent problems. Our proposal is that, if these factors are properly followed, the chances of achieving a satisfactory diagnosis will be greater.
