O objetivo principal deste trabalho foi a Identificação e conceituação dos principais problemas em um grupo de 101 empresas de pequeno e de médio porte. As empresas foram diagnosticadas com uma média de 300 horas técnicas de estudo dedicadas para cada. Isso permitiu um alto grau de precisão no que diz respeito à identificação de seus problemas e sintomas. Dentre as principais conclusões, constatou-se que a crença comum de que a limitação de recursos financeiros, humanos e organizacionais está na raiz dos problemas das pequenas e médias empresas não se justifica. Ao contrário, é a má alocação e utilização dos recursos disponíveis que causa a maior parte dos problemas entre essas empresas.

The main purpose of this work was the Identification and conceptualization of key problems in a group of 101 small and médium sized firms. The firms were diagnostically studied with an average of 300 technical hours dedicated to each. This permitted a high degree of precision concerning the Identification of their problems and symptoms. Among the principal conclusions, it was found that the common belief that the limitation of financial, human and organizational resources is at the root of small and medium sized firms problems is not justified. To the contrary it is the poor allocation and utilization of available resources which causes the greatest portion of problems among these firms.
