Envolver questões relacionadas à sustentabilidade, termo frequentemente discutido atualmente, e o agronegócio brasileiro, principalmente no cultivo da cana- de-açúcar para produção de etanol, tem sido foco de debates acerca da Política Nacional de Biocombustíveis, conhecida como RenovaBio, desde 2017. Nesse sentido, o o objetivo desse estudo é analisar a efetividade dessa política, que aborda iniciativas de baixo carbono no mercado de biocombustíveis em relação a sua eficiência energética ambiental. Para tanto, foi realizada uma análise estatística através do teste t student com dados derivados dos processos de recertificações do programa RenovaBio pelas usinas produtoras de etanol de primeira geração de cana-de-açúcar, incluindo nota de eficiência energético-ambiental e o volume elegível, relacionando as principais diferenças entre as certificações e seu período de vigência. Além disso, foi verificado através de análise do processo de certificação, de que forma o cenário de aumento ou queda da nota de eficiência energético- ambiental e/ou volume elegível do etanol contribuiu para o cumprimento dos objetivos do RenovaBio e quais foram seus principais desafios desde sua implantação. O estudo indicou que o RenovaBio, apesar de ser ferramenta fundamental na descarbonização, possui muitos desafios a serem superados. Os resultados acerca das recertificações demonstraram que a Nota de Eficiência Energético Ambiental (NEEA) sofreu aumento estatisticamente significativo, indicando, que as usinas diminuiram suas emissões de gases de efeito estufa (GEE) na atmosfera. O volume elegível também teve variação média positiva, no entanto, a participação do etanol no mercado de combustiveis sofreu queda nos últimos três anos, indicando que a política ainda não cumpre com seus objetivos plenamente.

Involving issues related to sustainability, a term frequently discussed today, and Brazilian agribusiness, mainly in the cultivation of sugarcane for ethanol production, has been the focus of debates about the National Biofuels Policy, known as RenovaBio, since 2017. In this sense, the objective of this study is to analyze the effectiveness of this policy, which addresses low carbon initiatives in the biofuel market in relation to its environmental energy efficiency. To this end, a statistical analysis was carried out using the t-student test with data derived from the recertification processes of the RenovaBio program by the sugarcane first generation ethanol producing plants, including the energy-environmental efficiency score and the eligible volume, relating the main differences between the certifications and their validity period. In addition, it was verified, through analysis of the certification process, how the scenario of increase or decrease in the energy-environmental efficiency score and/or eligible volume of ethanol contributed to the fulfillment of RenovaBio's objectives and what were its main challenges since its implementation. The study indicated that RenovaBio, despite being a fundamental tool in decarbonization, has many challenges to be overcome. The results about the recertifications showed that the Environmental Energy Efficiency Score (NEEA) suffered a statistically significant increase, indicating, even if subtly, that the plants reduced their emissions of greenhouse gases (GHG) into the atmosphere. The eligible volume also had a positive average change, however, the share of ethanol in the fuel market has dropped in the last three years, indicating that the policy still does not fully meet its objectives.
