A presente dissertação é desenvolvida no modal de dois artigos. O primeiro tem como objetivo descrever a trajetória do modelo de financiamento rural no Brasil por meio de literatura selecionada, tomando como ponto de partida a criação do Sistema Nacional de Crédito Rural (SNCR) em 1965. O estudo também apresenta um panorama atual dessa política com dados do Banco Central, Censo Agropecuário 2017 e livros-texto atualizados. O segundo artigo tem como objetivo entender se as taxas de juros reguladas do crédito rural exercem alguma influência negativa sobre a oferta do crédito rural a juros livres. Adicionalmente, buscou-se avaliar a influência da atividade econômica do Brasil (IBC-BR), inadimplência e inflação na oferta de crédito rural livre. Essa dissertação facilita o acesso aos principais achados do tema, deixando claro quais pontos da literatura estão bem resolvidos e quais necessitam de um melhor esclarecimento. Para mais, pode auxiliar os formuladores de políticas públicas a entenderem quais pontos devem ser analisados de uma maneira mais minuciosa, com o objetivo de aumentar a quantidade de crédito rural a juros livres no País. Contribui, portanto, com uma discussão atual que ocorre no Brasil: ainda faz sentido todas as categorias de produtores rurais terem acesso ao crédito rural regulado, mesmo que em diferentes níveis de regulação?

This thesis is developed in the form of two articles. The first aims to describe the trajectory of the rural financing model in Brazil through s elected literature, taking as a starting point the creation of the National Rural Credit System (SNCR) in 1965. The study also presents a current overview of this policy with data from the Central Bank, Agricultural Census 2017 and updated textbooks. The second article aims to understand whether the regulated interest rates on rural credit have any negative influence on the supply of rural credit at free interest. Additionally, we sought to assess the influence of Brazil's economic activity (IBC- BR), default and inflation on the supply of free rural credit. This dissertation facilitates access to the main findings of the theme, making it clear which points in the literature are well resolved and which need better clarification. In addition, it can help policy makers to understand which points should be analyzed in more detail, with the aim of increasing the amount of rural interest- free credit in the country. It therefore contributes to a current discussion that occurs in Brazil: does it still make sense for all categories of rural producers to have access to regulated rural credit, even at different levels of regulation?
