Nesta dissertação, foi realizada uma análise abrangente do Programa Nacional de Alimentação Escolar (PNAE) no município de Ribeirão Preto - SP, com o objetivo de indicar as principais barreiras e facilitadores relacionados à sua implementação. Ênfase especial foi dado à temas relacionados ao desenvolvimento local e à agricultura familiar ribeirão-pretana. O estudo incluiu a descrição socioprodutiva desse segmento no município, especialmente no que diz respeito às compras públicas no âmbito do programa. Além disso, foram mapeados os principais atores envolvidos na implementação do PNAE através de uma análise de redes. As percepções desses agentes acerca do programa foram investigadas por meio de uma análise de conteúdo. Verificou-se também, a partir dos dados secundários, se as determinações normativas relacionadas ao programa vêm sendo cumpridas pelo município. O trabalho empregou ainda, uma revisão de literatura dos temas relacionados ao desenvolvimento e à segurança alimentar e nutricional (SAN), visando seu embasamento teórico, bem como uma revisão bibliométrica que incluiu estudos acerca do tema, com o intuito de desenvolver sistematicamente as principais categorias utilizadas nas análises. Os produtos do trabalho incluem a identificação e o nível de interação entre os principais atores-chaves do programa no município, a caracterização da agricultura familiar local e apontamentos relevantes para a melhor implementação do programa, relacionando-os com as categorias: aspectos organizacionais, compras públicas e desenvolvimento local, aspectos normativos e arranjos institucionais. Os resultados indicaram que o município vem implementando a maioria das diretrizes do PNAE dentro dos parâmetros normativos. Todavia, o oferecimento de serviços municipais relacionados às categorias em questão, bem como um maior nível de intersetorialidade entre os atores e participação social são desejáveis para que a inclusão da agricultura familiar se dê de maneira mais efetiva, fomentando assim, o desenvolvimento sustentável no âmbito do programa.

In this dissertation, a comprehensive analysis of the National School Meals Program (PNAE) was carried out in the municipality of Ribeirão Preto - SP, aiming to indicate the main barriers and facilitators related to its implementation. Special emphasis was given to themes related to local development and family farming in Ribeirão Preto. The study included a socio- productive description of this segment in the municipality, especially concerning public purchases under the program. In addition, the main actors involved in the implementation of the PNAE were mapped through network analysis. The perceptions of these agents about the program were investigated through content analysis. It was also verified, based on secondary data, if the normative determinations related to the program have been fulfilled by the municipality. The work also employed a literature review of themes related to development and food and nutrition security (FNS), aiming at its theoretical basis, as well as a bibliometric review that included studies on the theme, aiming at systematically developing the main categories used in the analyses. The products of the work include the identification and level of interaction among the main key players of the program in the municipality, the characterization of the local family farming, and relevant notes for a better implementation of the program, relating them to the categories: organizational aspects, public purchases and local development, normative aspects, and institutional arrangements. The results indicated that the municipality has been implementing most of the PNAE guidelines within the normative parameters. However, the provision of municipal services related to the categories in question, as well as a higher level of intersectoriality among the actors and social participation, are desirable for the inclusion of family farming to take place more effectively, thus fostering sustainable development under the program.
