Esta dissertação procura expor os fundamentos da política cristã e sua relação com a doutrina jurídica sobre os direitos humanos. Como política cristã, entende-se a doutrina católica sobre os direitos e deveres dos governantes e dos governados, tal como exposta pelos Soberanos Pontífices e sintetizada na obra Política Cristã, do Padre Guilherme Devillers, na obra O direito e os direitos humanos, de Michel Villey, e nos trabalhos do filósofo do direito brasileiro José Pedro Galvão de Sousa. O ponto central da relação entre a política cristã e os direitos humanos é a relação entre o Estado e seus súditos, que os direitos humanos tratam como cidadãos. Daí existir um ponto em comum no qual essas duas doutrinas divergem em questão de princípio, na medida em que concebem de formas diferentes os papéis do Estado e dos súditos. Essa divergência resulta em diferentes soluções para todas as questões que atualmente envolvem as prerrogativas do Estado e os direitos dos súditos ou cidadãos. Portanto, os objetivos deste trabalho são apresentar a bibliografia relevante sobre a política cristã, expor os conceitos principais desse tema, seus aspectos históricos mais relevantes e estabelecer as particularidades mais importantes na relação entre a doutrina católica e os direitos humanos.

This dissertation seeks to expose the foundations of christian politics and its relation to the legal doctrine on human rights. As christian politics, we understand the catholic doctrine on the rights and duties of the governors and the governed, as expounded by the Sovereign Pontiffs and summarized in the work Christian Politics, by Father William Devillers, the work Law and human rights, by Michel Villey, and in the works of brazilian philosopher of law José Pedro Galvão de Sousa. The central point of the relationship between christian politics and human rights is the relationship between the state and its subjects, which human rights treats as citizens. Hence there is a point in common in which these two doctrines diverge as a matter of principle, insofar as they conceive differently the roles of the State and the subjects. This divergence results in different solutions for all issues that currently involve the prerogatives of the State and the rights of subjects or citizens. Therefore, the objectives of this work are to present the relevant bibliography on christian politics, to expose the main concepts of this theme, its most relevant historical aspects and to establish the most important particularities in the relationship between catholic doctrine and human rights.
