A presente pesquisa tem como objetivo analisar se o reconhecimento de saberes profissionais na rede federal de educação tecnológica brasileira pode ser uma forma de promoção socioambiental. Ainda, tem como objetivos específicos: (i) identificar o conceito de promoção socioambiental; (ii) examinar a organização da rede federal de educação tecnológica brasileira; (iii) identificar as regras procedimentais para o reconhecimento de saberes; (iv) avaliar os diferentes tipos de reconhecimento de saberes; (v) analisar se o reconhecimento de saberes profissionais na rede federal de educação tecnológica brasileira pode ser uma forma de promoção socioambiental. Para tanto, adota como metodologia predominante a pesquisa bibliográfica, do período 2017-2021, e documentais com análise de julgados do Supremo Tribunal Federal e decisões administrativas do Conselho Nacional de Educação, do Ministério da Educação, bem como a consulta de documentos legais. Desse modo, as principais contribuições realizadas são: (1) o conceito de promoção socioambiental como ação para reduzir a crise social, econômica e ambiental por meio do diálogo social; (2) Falta coordenação entre ações públicas e privadas na rede federal de educação tecnológica; (3) Necessidade de criação de um sistema de reconhecimento de saberes profissionais; (4) Inexistência de um procedimento de reconhecimento uniforme na rede federal de educação tecnológica, prejudicando a integração social e a inserção no mercado; e (5) a falta de uma finalidade clara reproduzem injustiças estruturais devido à falta de recursos, diálogo e ações ordenadas. Portanto, conclui-se que o reconhecimento de saberes profissionais embora seja instrumento da promoção socioambiental, voltado para a finalidade de inserção e manutenção de trabalhadores no mercado de trabalho, no modelo atual realizado pela rede federal de educação tecnológica, as finalidades não são atendidas, não se podendo afirmar existir promoção socioambiental no modelo brasileiro.

The present research aims to analyze whether the recognition of professional knowledge in the Brazilian federal network of technological education can be a form of socio-environmental promotion. Furthermore, it has the following specific objectives: (i) to identify the concept of socio-environmental promotion; (ii) to examine the organization of the Brazilian federal network of technological education; (iii) to identify procedural rules for the recognition of knowledge; (iv) to evaluate different types of knowledge recognition; (v) to analyze whether the recognition of professional knowledge in the Brazilian federal network of technological education can be a form of socio-environmental promotion. To achieve this, the predominant methodology is bibliographic research from the period 2017-2021, and documentary analysis of judgments from the Supreme Federal Court and administrative decisions from the National Council of Education, Ministry of Education, as well as consultation of legal documents. Thus, the main contributions made are: (1) the concept of socio-environmental promotion as an action to reduce social, economic, and environmental crises through social dialogue; (2) Lack of coordination between public and private actions in the federal network of technological education; (3) Need for the creation of a system for the recognition of prior professional knowledge; (4) Absence of a uniform prior learning recognition procedure in the federal network of technological education, affecting social integration and market insertion; and (5) The lack of a clear purpose reproduces structural injustices due to the lack of resources, dialogue, and organized actions. Consequently, it is deduced that the recognition of prior learning its role as an instrument for socio-environmental progression, targeting the facilitation of workforce integration and stability, homever, the extant methodology adopted by the federal network of technological education within the prevailing paradigm fails to fulfill its designated objectives. Hence, an unequivocal assertion regarding the manifestation of socio-environmental advancement within the Brazilian model cannot be posited.
