Este trabalho é uma revisão de literatura estado da arte que se utiliza de técnicas de tipos de revisões do modelo sistematizado e integrativo sobre educação financeira no Brasil, com destaque a políticas públicas e educação financeira de mulheres. Seu objetivo principal é apresentar um quadro acadêmico sobre o estado da arte das discussões sobre os sentidos de educação financeira no país, e suas expressões em termos de políticas públicas e educação financeira de mulheres. O tema não é muito disseminado no Brasil, mas isso tende a mudar, pois verificamos um alto crescimento de produções brasileiras sobre o assunto. Por outro lado, existe uma carência de trabalhos acadêmicos que problematizam a educação financeira de mulheres. Encontramos duas perspectivas teóricas de educação financeira, a instrumental e a crítica. Há consenso acerca de que ambas as perspectivas apresentam potenciais benefícios para a população brasileira. Ao mesmo tempo, não há consenso na formulação de um quadro teórico coeso, com objetivos, definições, conteúdos e sujeitos determinados. Os trabalhos empíricos levantados evidenciam os desafios de ordem prática, que questionam a eficácia dos programas de educação financeira, a falta de padronização de métodos, e a apresentação de resultados contraditórios. As críticas à educação financeira associam sua narrativa à implementação de um projeto neoliberal de Estado, à flexibilização da regulação econômica e de direitos sociais, por meio da diminuição da rede pública de proteção social. As políticas públicas de educação financeira no Brasil são associadas a políticas de inclusão financeira, e contêm muitos atores e interesses envolvidos. A influência de instituições financeiras e organizações internacionais, especialmente a OCDE, é explícita. Concluímos que as políticas públicas no Brasil são orientadas por sentidos instrumentais de educação financeira, mas elementos de ambas as perspectivas foram encontrados nos programas. Além disso, identificamos poucas políticas públicas de educação financeira com recortes de gênero, e nenhuma que verse sobre raça.

This thesis is a literature review state of the art with applied systematized and integrative techniques about financial education in Brazil with highlight onto public policies and the financial education of women. The main objective is to present an academic overview of the state of the art concerning the meanings of financial education in the country and its expressions regarding public policies and the financial education of women. The theme is not well propagated in Brazil, but change in that account is imminent due to the high rise in Brazilian productions over the last few years. Although there is a gap in the Academic field concerning the financial education of women. We found two theoretical perspectives of financial education in Brazil the instrumental and the critical. There is consensus in terms of both perspectives being able to provide potential benefits to the Brazilian population. However, there is no consensus when it comes to the formulation of a theoretical precise outline with determined objectives, definitions, subjects and contents. The empirical studies show the practical challenges to financial education as they question its efficacy, the lack of method patterns and contradictory results. The critics to financial education associate its narrative to a neoliberal project of State and to the narrowing of financial regulation and social rights through curtail of the public network of social protection. Public policies of financial education in Brazil are associated with financial inclusion policies and contain many actors, motives and agendas. The influence of financial institutions and international organizations (mostly OECD) is explicit. Our conclusions point out to the orientation of public policies towards the instrumental meanings of financial education though elements of both perspectives may be found in the programs. Besides, we found little of public policies of financial education regarding gender and none in terms of race.
