A coleta seletiva é uma das formas com as quais os resíduos sólidos urbanos podem ser valorizados, através de sua reinserção na cadeia produtiva. Os serviços de coleta seletiva formam um sistema complexo, no qual permeiam diversas visões e interesses distintos entre diferentes atores. O objetivo geral da pesquisa foi entender e caracterizar as disputas no campo da coleta seletiva do município de São Paulo à luz da Teoria dos Campos de Ação Estratégica. Foram identificados e selecionados 16 audiências públicas e 16 eventos ou mesas de discussão sobre o tema. Os dados foram analisados através de análise temática. Os resultados mostram a coleta seletiva em São Paulo como um campo que nas últimas duas décadas funcionou com relativa estabilidade, no que diz respeito às regras e normas que regem a ação estratégica no campo. Apesar disso, identificou-se no campo marcante assimetria de poderes. Uma concepção mais centralizadora da coleta seletiva, capitaneada pela influência das empresas privadas, tende a se destacar no campo. Essa visão se sobressai à concepção descentralizada da coleta seletiva preconizada pelos catadores de materiais recicláveis. Por fim, identifica-se a formação de um movimento exógeno que compete com a coleta seletiva, baseado em soluções centralizadas de unidades de recuperação energética através da incineração de resíduos e de coprocessamento. Essas movimentações mobilizam novas linhas de ação estratégica em resistência, baseadas em soluções descentralizadas que envolvem a coleta seletiva e a compostagem.

Selective collection is one of the ways in which urban solid waste can be valued, through its reinsertion in the production chain. Selective collection services form a complex system, in which different views and interests permeate between different actors. The main aim of the study was to understand and characterize the disputes in the selective collection field in the city of São Paulo through the Theory of Strategic Action Fields. 16 public hearings and 16 events or discussion covering these issues were identified and selected. Data were analyzed through thematic analysis. Results showed São Paulos selective collection as a field that in the last two decades operated with relative stability, regarding the rules and norms that govern strategic action in the field. Although, results also identified a marked power asymmetry in the field. A more centralized conception of selective collection, led by the influence of private companies, tends to stand out in the field. This vision stands out from the decentralized conception of selective collection advocated by waste pickers. Finally, it identifies the formation of an exogenous movement that competes with selective collection, based on centralized solutions of waste-to-energy through waste incineration and co-processing. These movements mobilize new lines of strategic action in opposition to it, based on decentralized solutions that involve selective collection and composting.
