O presente trabalho tem por objetivo entender a política pública denominada Plano Nacional de Produção e Uso do Biodiesel (PNPB). Entre os parâmetros para avaliação foram escolhidas algumas de suas principais metas: a inclusão da agricultura familiar, a diversificação das oleaginosas e a qualidade final do combustível oferecido nas bombas. Esta última vista pelo ponto de vista da redução de poluentes emitidos. Dos instrumentos utilizados pelo governo para atingir a inclusão do agricultor familiar neste processo o principal é o Selo Combustível Social. Parcerias com a Petrobrás e financiamentos via Pronaf também foram mecanismos utilizados. Verificou-se grandes dificuldades no que diz respeito aos dois primeiros objetivos: a inclusão da agricultura familiar e a diversificação das oleaginosas para o cultivo de matéria prima. A produção do biodiesel apresenta um alto nível de dependência de uma única cultura, a soja, em que pese o propósito das políticas públicas no sentido contrário. Esta oleaginosa, diferentemente do que ocorre nas culturas dos demais alimentos básicos, tem sua estrutura eminentemente ligada à grande propriedade e ao agronegócio. Os dados coletados demonstram que nos anos iniciais do PNPB a indústria de biodiesel tem aumentado constantemente as aquisições de matéria prima proveniente da agricultura familiar. Verifica-se, porém, que grande parte das compras efetuadas pela indústria é oriunda de regiões onde, tradicionalmente, esta forma de organização rural já estava estruturada antes do PNPB. Quanto ao parâmetro relativo à diminuição dos poluentes emitidos na mistura final, os testes indicam que o combustível utilizado é menos nocivo à saúde humana do que o diesel 100% fóssil. Outra variável considerada neste estudo foi a consistência do PNPB ao longo dos anos de 2005 a 2010. Os dados indicam uma razoável solidez na produção do biodiesel tanto no setor agrícola como no setor industrial.

This study aims to understand a public policy named National Plan for the Production and Use of Biodiesel (PNPB). Among the evaluation parameters were chosen some of its main goals: the inclusion of family farming, the diversification of oil and the final quality of fuel offered at the pumps. This last one is seen from the viewpoint of reducing pollutant emissions. The Social Fuel Seal is examined as a tool used by the government in order to achieve the inclusion of family farmers in this process. The partnerships with Petrobras and financing via Pronaf were also mechanisms used. Great difficulties were detected in regard to the first two objectives: the inclusion of family farming and the diversification of the oleaginous plant for the growth of raw materials. The production of biodiesel has a high level of dependence on a single crop, soybeans, despite the advancing of public policies in the opposite direction. The growth of soy, unlike what happens in the cultures of other basic foods, is eminently linked to large property and agribusiness structure. The data collected shows that in the early years of PNPB, the biodiesel industry has steadily increased purchases of raw materials from the family farms. Most of the purchases made by the industry come from areas where, traditionally, this form of rural organization was already in place before the PNPB. As for the decrease relative to the parameter of pollutants emitted in the final mixture, the tests indicate that fuel is less harmful to human health than diesel 100% fossil. Another variable considered in this study was the consistency of PNPB policy during the years lasting from 2005 to 2010. The data indicate a reasonable strength in biodiesel production both in the agricultural sector and in industrial one.
