A partir de um estudo exploratório realizado no município de São Paulo, a pesquisa teve como objetivo geral contribuir para a compreensão das potencialidades e fragilidades dos programas públicos sobre agricultura instituídos desde o final da década de 1980. Ao longo desta pesquisa, procuramos responder se as ações governamentais relacionadas à agricultura urbana implementadas desde o final da década de 1980 até 2016 conseguiram promover mudanças no modo de produção, distribuição e consumo de alimentos ao longo dos anos. Para responder a esse questionamento, definimos os seguintes objetivos específicos: 1) identificar quais ações foram implementadas pelos governos municipais; 2) compreender se estas foram continuadas ao longo dos anos; 3) identificar os motivos que levam à continuidade ou descontinuidade dessas ações; e 4) descrever as potencialidades e fragilidades dessas ações. Para atingir esses objetivos, utilizamos a triangulação de dados obtidos em fontes primárias e secundárias, e em pesquisas bibliográficas e documentais, além de entrevistas semiestruturadas que foram aplicadas junto a 29 implementadores dos programas de agricultura do município de São Paulo que direta ou indiretamente atuam (ou atuaram) com a temática da agricultura. Na literatura, identificamos que governos nacionais e locais criam programas de agricultura urbana a partir de um discurso disseminado por organizações não-governamentais e organismos internacionais. Entretanto, esses programas não estimulam nem promovem ações estruturais necessárias para incentivar a agricultura local e sustentável. No município de São Paulo, os resultados da pesquisa evidenciaram que não é diferente. Embora os programas de agricultura instituídos apresentem alguns elementos inovadores, como a possibilidade de acessar a terra pública e privada para implementação de hortas, inúmeros fatores de ordem jurídica, política, burocrática e outros impedem os programas de atingir os objetivos propostos, evidenciando, dentre outras questões, que não são capazes de romper com o modo e perspectiva atual de produção, comercialização e consumo local.

Based on an exploratory study carried out in the city of São Paulo, this study had the general objective of contributing to the understanding of the strengths and weaknesses of public programs on agriculture instituted since the end of the 1980s. Governmental actions related to urban agriculture implemented from the end of the 1980s to 2016 have managed to promote changes in the mode of production, distribution and consumption of food over the years. To reach our aims, we have defined the following specific objectives: 1) to identify which actions have been implemented by municipal governments; 2) to understand whether these have been continued over the years; 3) to identify the reasons that lead to the continuity or discontinuity of these actions; and 4) to describe the strengths and weaknesses of these actions. To achieve these objectives, we used the triangulation of data obtained from primary and secondary sources, and from bibliographic and documentary research, in addition to semi-structured interviews that were applied to 29 implementers of agriculture programs in the municipality of São Paulo who directly or indirectly act (or acted) on the theme of agriculture. In the literature, we have identified that national and local governments create urban agriculture programs based on a discourse disseminated by non-governmental organizations and international organizations. However, these programs do not encourage or promote the structural actions necessary to stimulate local and sustainable agriculture. In the municipality of São Paulo, the results of the research showed that it is not different. Although the instituted agricultural programs present some innovative elements, such as the possibility of accessing public and private land for the implementation of vegetable gardens, countless legal, political, bureaucratic and other factors prevent the programs from reaching the proposed objectives, evidencing, among other issues, that these programs are not capable of breaking the current mode and perspective of production, commercialization and local consumption.
