Este trabalho teve como objetivo entender as dinâmicas de municípios em torno de Unidades de Conservação em um contexto social particular -municípios tidos como deprimidos e, partir disso, delinear perspectivas que possibilitem alinhar o desenvolvimento com a conservação ambiental. O recorte espacial se fez em torno dos municípios do Vale Histórico Paulista que tem áreas significativas de seu território em unidades de conservação. Os municípios do Vale Histórico Paulista viveram crises de perdas de população e de produção ao longo da segunda metade do século XIX e por todo o século XX. A partir da década de 1970 foram implantadas na região Unidades de Conservação, tanto de Uso Sustentável como de Proteção Integral, devido à representatividade dos remanescentes da Mata Atlântica em sua porção Sudoeste. Os municípios são guardiões de uma grande biodiversidade de fauna e flora, com a presença de espécies endêmica e, também de um rico patrimônio cultural edificado. A criação dessas UCs representaria para a região um potencial não só para a conservação ambiental, mas também para o desenvolvimento local. A partir do entendimento do histórico da região e de sua relação com o patrimônio cultural e natural concebido por moradores como signos do atraso, surge a pergunta de pesquisa que norteia esta tese: quais são os entraves sociais e ambientais para compatibilizar o desenvolvimento local com a manutenção de UCs em regiões deprimidas? A hipótese que norteou a pesquisa é a de que locais que já contam com uma dinâmica lenta de transformação nos processos produtivos, ao mesmo tempo em que contam com um significativo patrimônio natural e cultural, pedem outras possibilidades de pensar o desenvolvimento que não seja pelo viés do crescimento econômico. Tais lugares, justamente pela dinâmica lenta e dificuldade de crescimento econômico nos moldes tradicionais afetam o sentimento de autonomia da população sobre sua capacidade de desenvolvimento. Assim, essa pesquisa tem base de originalidade na busca de elementos provindos da sociedade civil, que possam subsidiar a gestão e a reflexão na relação que as UCs e seus programas projetam para os municípios estudados e suas realidades específicas. Os resultados do trabalho que se valeu de pesquisa bibliográfica, coleta e análise de dados e de entrevistas com atores chaves da região corroboraram a hipótese e mostraram a necessidade de estímulo à participação social, condição fundamental para qualquer proposta de desenvolvimento local para os municípios de tempos lentos.

This thesis aimed to understand the dynamics of municipalities around Conservation Units in a particular social context - municipalities considered to be depressed and, based on that, to outline perspectives that make it possible to align development with environmental conservation. The spatial clipping was made around the municipalities of the Vale Histórico Paulista, which has significant areas of its territory in conservation units. The municipalities of the Vale Histórico Paulista experienced a crisis of population and production losses throughout the second half of the 19th century and throughout the 20th century. From the 1970s onwards, Conservation Units were established in the region, both for Sustainable Use and for Integral Protection, due to the representativeness of the remnants of the Atlantic Forest in its Southwest portion. The municipalities are guardians of a great biodiversity of fauna and flora, with the presence of endemic species and also of a rich built cultural heritage. The creation of these UCs would represent a potential for the region not only for environmental conservation, but also for local development. From the understanding of the region's history and its relationship with the cultural and natural heritage as signs of backwardness, the research question that guides this thesis arises: what are the social and environmental obstacles to make local development compatible with the maintenance of PAs? in depressed regions? The hypothesis that guided the research is that places that already have a slow dynamic of transformation in the productive processes, at the same time that they have a significant natural heritage, ask for Other possibilities of thinking about development that is not from the perspective of growth. economic. Such places, precisely because of the slow dynamics and difficulty of economic growth in traditional ways, affect the population's feeling of autonomy over its development capacity. Thus, this research is based on originality in the search for elements, based on civil society, that can support management and reflection on the relationship that the UCs and their programs project for a specific reality. The results of the work carried out through bibliographic research, data collection and analysis, and interviews with key actors in the region corroborated the hypothesis and highlighted the need to reinforce community participation, as a fundamental means for initiating local and sustainable development processes. the appreciation of slow movements.
