A análise de instrumentos de políticas ambientais é uma importante estratégia para compreender rupturas na orientação de políticas, sendo relevante a articulação entre campos científicos distintos. Na bibliografia dominante sobre o tema, no entanto, é rara a compreensão dos instrumentos sob a articulação da Gestão Ambiental com a Geografia Política. A presente dissertação analisou a evolução temporal e a difusão espacial, entre Costa Rica e Brasil, de um instrumento da política ambiental paulista denominado EMAP, visando compreender as particularidades dos três momentos em que ele foi utilizado na avaliação do manejo das Unidades de Conservação estaduais (Parque Estadual Morro do Diabo, Painel da Qualidade Ambiental e Parque Estadual Serra do Mar). Foi utilizado o referencial teórico dos múltiplos fluxos de Kingdon para compreender o processo de formação da agenda de governo e Raffestin para analisar a difusão espacial do EMAP. Este instrumento foi influenciado e influenciou o contexto no qual estava inserido, sendo fundamental a atuação de um empreendedor de políticas públicas para sua difusão internacional e entrada na agenda, após identificada uma janela de oportunidade.

The analysis of environmental policy instruments is an important strategy to understand disruptions in policy orientation, and the articulation between different scientific fields is relevant. In the dominant bibliography on the subject, however, it is rare to understand the instruments under the articulation of Environmental Management with Political Geography. This dissertation analyzed the temporal evolution and the spatial diffusion, between Costa Rica and Brazil, of an São Paulo environmental policy instrument called EMAP, aiming to understand the particularities of the three moments in which it was used in the evaluation of the management of state Conservation Units ( Morro do Diabo State Park, Environmental Quality Panel and Serra do Mar State Park). The theoretical framework of Kingdon's multiple streams was used to understand the process of forming the government agenda and Raffestin to analyze the spatial diffusion of EMAP. This instrument was influenced and influenced the context in which it was inserted, being essential the performance of a public policy entrepreneur for its international diffusion and entry on the agenda, after a window of opportunity was identified.
