A restauração de ecossistemas e florestas exige mecanismos de coordenação para promover a colaboração das partes interessadas face a complexidade de fatores ecológicos, socioeconômicos e regulatórios que envolvem o tema. Processos de governança da restauração florestal compreendem estes mecanismos representados por instrumentos de políticas públicas e redes de atores sociais organizados. O objetivo da tese foi descrever os mecanismos de governança da restauração florestal em dois níveis: pelos instrumentos de políticas públicas adotados no Estado de São Paulo e pela rede de atores sociais no Vale do Paraíba paulista. Métodos de mineração de dados textuais, entrevistas semiestruturadas e mapeamento social foram utilizados no levantamento dos dados. A análise de conteúdo dos atos normativos permitiu identificar que, entre 2009 e 2022, 10 programas e mais de 20 instrumentos de políticas públicas foram combinados para promover a restauração florestal no estado. A análise de conteúdo das entrevistas e da rede social do Vale do Paraíba permitiu identificar, entre 2006 e 2019, 22 iniciativas de restauração em rede, sendo que atualmente 92 atores sociais compõem a rede da restauração, com centralidade de atores nãogovernamentais regionais e internacionais na intermediação e disseminação de recursos e na integração dos atores na rede da região, em colaboração com atores governamentais. A governança da restauração florestal no Estado de São Paulo tem evoluído com a inclusão de novos instrumentos de políticas, principalmente instrumentos de incentivo, acompanhada da maior centralidade de atores não governamentais nas iniciativas.

Restoring ecosystems and forests requires coordination mechanisms to promote stakeholder collaboration considering the complexity of ecological, socio-economic and regulatory factors surrounding the issue. Forest restoration governance processes comprise these mechanisms represented by public policy instruments and networks of organised social actors. The thesis aimed to describe the governance mechanisms of forest restoration at two levels: by the public policy instruments adopted in the state of São Paulo and by the network of social actors in the Paraíba Valley of São Paulo. Textual data mining methods, semi-structured interviews and social mapping were used to collect the data. Content analysis of the normative acts identified that between 2009 and 2022, 10 programmes and more than 20 public policy instruments were combined to promote forest restoration in the state. The content analysis of the interviews and the social network in the Paraíba Valley identified 22 networked restoration initiatives between 2006 and 2019, with 92 social actors currently making up the restoration network, with regional and international non-governmental actors being central to the intermediation and dissemination of resources and the integration of actors into the region's network, in collaboration with government actors. The governance of forest restoration in the state of São Paulo has evolved with the inclusion of new policy instruments, mainly incentive instruments, accompanied by the greater centrality of non-governmental actors in the initiatives.
