A presente tese busca compreender o papel da Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP), uma instituição considerada estratégica para o desenvolvimento do Brasil, na relação entre qualidade institucional, valores, dimensões culturais, atratividade e desenvolvimento econômico. Na tentativa de entender a natureza, a evolução e o funcionamento da ANP, utilizamos pressupostos teóricos combinados de correntes da chamada Economia Institucional e da Teoria das Dimensões Culturais, de Geert Hofstede. Para verificar até que ponto a ANP contribui, dentro da sua esfera de atuação, à promoção da atratividade do Upstream brasileiro e ao desenvolvimento econômico do Brasil, utilizou-se estratégia de pesquisa composta por cinco estudos independentes, considerando que a resposta do objetivo geral reside na triangulação dos dados obtidos. Essa abordagem abarcou análise documental da ANP, pesquisa quantitativa sobre os atributos de atratividade do Upstream, entrevistas em profundidade e duas pesquisas de levantamento, sendo uma com funcionários da ANP e outra com agentes externos à organização. As conclusões do método, que encerrou a realização de 2.290 entrevistas ao longo de oito anos, permitem concluir que a ANP é institucionalmente adequada e a configuram como uma instituição promotora da atratividade e do desenvolvimento econômico em sua esfera de atuação, embora apresente deficiências que despertam preocupação, como ausência de meritocracia, baixa proatividade e a existência de ilhas de poder.

This dissertation seeks to understand the role of the National Petroleum, Natural Gas and Biofuels Agency (ANP), an institution regarded as strategic for the development of Brazil, in the relationship between institutional quality, values, cultural dimensions, attractiveness and economic development. In the attempt to understand the nature, evolution and functioning of the ANP, we applied combined theoretical assumptions from the currents of the so-called Institutional Economics and Geert Hofstede's Theory of Cultural Dimensions. To verify the extent to which the ANP contributes, within its area of activity, to promoting the attractiveness of the Brazilian Upstream and to the economic development of Brazil, we used a research strategy composed of five independent studies, considering that the answer of the general objective lies in the triangulation of the obtained data. This approach encompassed ANP's document analysis, quantitative research on Upstream's attractiveness attributes, in-depth interviews and two research surveys, one involving ANP employees and the other with agents outside the organization. The conclusions of the method, which culminated in 2,290 interviews over eight years, allow us to conclude that the ANP is institutionally appropriate and configure it as an institution that promotes attractiveness and economic development in its area of activity, although it has deficiencies that arise concern, such as the absence of meritocracy, low proactivity and the existence of islands of power.
