Qual a relevância do desenvolvimento de um país para a imposição de medidas sanitárias e fitossanitárias? Diante desse questionamento, investiga-se quantitativamente através do modelo binomial negativo inflacionado de zeros, quais variáveis possuem maior peso na determinação da imposição dessas medidas, observando principalmente as relativas ao desenvolvimento. A hipótese discutida e confirmada é: embora o Acordo SPS esteja à disposição de todos os países signatários da OMC, países com maiores Índices de Desenvolvimento Humano possuem maiores condições de impor medidas SPS.

Zero-inflated Negative Binomial Model
Abstract in English
How relevant is a countrys development for imposing sanitary and phytosanitary measures? On this paper, we investigate through the negative binomial model inflated with zeros, which variables have greater weight in determining the imposition of these measures, observing mainly those related to development. The hypothesis discussed is: although the SPS Agreement is available to all WTO signatory countries, countries with higher Human Development Indexes have greater conditions to impose SPS measures.
