A Cooperação Sul-Sul (CSS) propicia a troca de conhecimento e experiência, além da transferência de tecnologia entre os países em busca de desenvolvimento. Já as migrações internacionais contemporâneas Sul-Sul são motivadas por uma série de fenômenos de repulsão individuais, coletivos ou estruturais, como conflitos políticos, desastres ambientais, epidemias, crises humanitárias e econômicas, fome, pobreza e busca de melhores condições de vida; mas também por fenômenos de atração, laços e afinidades. A partir destas considerações, esta pesquisa analisa a repercussão do acordo entre o Brasil e os países da África Subsaariana (Benin, Burkina-Faso, Chade, Mali e Togo) nas migrações para o território brasileiro. O acordo de cooperação Cotton-4 + Togo é o objeto do estudo que usará como instrumentos a análise teórica, dados estatísticos, empíricos e pesquisa de campo com migrantes e refugiados provenientes dos países signatários do tratado. Apesar de poucas evidências teóricas, estudaremos a hipótese de que os acordos de cooperação podem ser caracterizados como possível determinante de atração e repulsão de pessoas. Isto implica entender que novos arranjos cooperativos devem levar em conta a possibilidade de deslocamento de pessoas entre os países signatários, o que exige a construção políticas públicas que contemplem estes fluxos migratórios.

The South-South Cooperation facilitates the exchange of knowledge and experiences, as well as the transfer of technology between countries in search of development. Contemporary South-South international migrations are motivated by a series of individual, collective or structural repulse phenomena, such as political conflicts, environmental disasters, epidemics, humanitarian and economic crises, hunger, poverty and the search for better living conditions, but also by phenomenon of attraction, bonds and affinities. Based on these considerations, this research analyzes the repercussions of the agreement between Brazil and Sub-Saharan African countries (Benin, Burkina-Faso, Chad, Mali and Togo) on migration to Brazilian territory. The Cotton-4 + Togo cooperation agreement is the object of study that will use theoretical analysis, statistical data, empirical data and field research with migrants and refugees from two signatory countries of the treaty as instruments. Despite the little theoretical evidence, we will study the hypothesis that cooperation agreements can be characterized as a possible determinant of attraction and repulsion of people. This implies understanding that new cooperative arrangements must take into account the possibility of relocating people between signatory countries, which requires the construction of public policies that address these migratory flows.
