Aprovado em 2015 sob aplausos, o Acordo de Paris representou o ápice de 23 anos de negociações multilaterais intergovernamentais no âmbito da Convenção-Quadro das Nações Unidas sobre Mudança do Clima (UNFCCC). Em contraposição ao modelo institucional do Protocolo de Quioto, no qual a definição de metas e ações de mitigação foi feita na arena multilateral, em um processo decisório top-down, o Acordo de Paris adotou uma abordagem mais pragmática e flexível, na qual cada país determinou unilateralmente o tipo de ação, as condições e as metas de redução de emissões de gases de efeito estufa que lhes fossem mais convenientes por meio das Contribuições Nacionalmente Determinadas (NDCs), em um modelo decisório mais amplo e de escopo mais abrangente do tipo bottom-up. Essa mudança foi importante para viabilizar politicamente um acordo climático abrangente, mas resultou em compromissos nacionais insuficientes em seu agregado para viabilizar a meta de contenção do aquecimento da Terra em menos de 2oC neste século em comparação aos níveis pré-industriais. Assim, para que o Acordo de Paris seja efetivo no esforço contra a mudança do clima, o grau de ambição das NDCs precisa aumentar significativamente. Esta Tese busca contribuir para a reflexão sobre a ambição climática, em particular o processo decisório acerca das NDCs: sob o modelo do Acordo de Paris, atores e processos no nível doméstico tornaram-se chaves para a formulação e implementação de metas de mitigação mais ambiciosas. Nesse sentido, o trabalho explora como o Acordo de Paris tenta mobilizar e articular atores no nível doméstico para pressionar os governos por metas mais ambiciosas, em linha com a discussão sobre orquestração na governança global.

Approved in 2015 to much acclaim, the Paris Agreement represented the culmination of 23 years of intergovernmental multilateral negotiations under the United Nations Framework Convention on Climate Change (UNFCCC). In contrast to the institutional model of the Kyoto Protocol, in which the definition of mitigation targets and actions was made in the multilateral level, in a top-down decision-making process, the Paris Agreement adopted a more pragmatic and flexible approach, where each country unilaterally determined the type of action, conditions, and targets for reducing greenhouse gas emissions in the most convenient way for them, through Nationally Determined Contributions (NDCs) in a broader and more comprehensive bottom-up decision-making model. This shift was important in making a comprehensive climate agreement politically feasible but resulted in insufficient national commitment in aggregate to make attainable the goal of containing the Earths warming to less than 2oC this century compared to pre-industrial levels. Thus, for the Paris Agreement to be effective in the effort against climate change, the degree of ambition of the NDCs needs to increase significantly. This Ph.D. Thesis seeks to contribute to the discussion on climate ambition under the Paris Agreement, in particular the decision-making process around the NDCs: under the Paris model, actors and processes at the domestic level have become key for the formulation and implementation of more ambitious mitigation targets. In this sense, this Thesis explores how the Paris Agreement attempts to mobilize and articulate actors at the domestic level to push governments for more climate ambition, in line with the discussion on orchestration in global governance.
