A Inteligência Artificial (IA) transformará radicalmente as sociedades, sendo frequentemente caracterizada como uma das tecnologias mais estratégicas do século XXI. As duas nações que estão na vanguarda dessa competição pela IA são os EUA e a China e, para ambos os Estados, a busca pelo domínio tecnológico em IA está ocorrendo tanto na frente comercial quanto na militar. Em nossa opinião, a recente rivalidade entre os EUA e a China foi motivada pelo desejo de garantir uma posição competitiva no sistema internacional, já que Pequim tomou a decisão de construir sua liderança em IA. A China tem estabelecido seus próprios padrões, princípios, normas e regulamentos para competir com as nações ocidentais e, finalmente, dominar o desenvolvimento econômico e tecnológico. Esse comportamento levou à competição hegemônica entre os EUA e a China, resultando em disputas em diversas frentes. Como a liderança global em IA exigirá atuação proativa no estabelecimento de regras e normas para aplicativos de IA resultando na construção de um regime internacional, o estudo deste tema servirá a três propósitos principais. O primeiro é discutir o conceito de poder, distribuição de poder e hegemonia para entender as relações entre potências na era da Inteligência Artificial a partir da competição entre os EUA e a China. Em segundo lugar, apresentar as evidências e os desdobramentos práticos de que a IA consiste em elemento de disputa de poder, delinear as estratégias de IA americanas e chinesas e a construção de liderança, tentando identificar como essas nações estão projetando poder no sistema internacional a partir do desenvolvimento da IA. Por fim, entender as principais diferenças entre as abordagens dos EUA e da China em relação à governança e ao papel do Estado no desenvolvimento da IA e como essas diferenças se manifestam.

AI is poised to radically transform societies, often being characterized as one of the most strategic technologies of the 21st century. The two nations at the forefront of this competition for AI are the US and China and for both states, the quest for technological dominance in AI is taking place on both the commercial and military fronts. We start from two main questions to investigate the hypothesis discussed: In this context, we start from two main questions to guide the initial investigations: can AI be understood as an element of power according to theories of international relations? Is it possible to talk about the formation of an international regime for AI? In our opinion, the recent rivalry between the US and China was motivated by the desire to secure a competitive position in the international system, as Beijing made the decision to build on its leadership in AI. China has established its own standards, principles, norms and regulations to compete with Western nations and ultimately dominate economic and technological development. This behavior led to hegemonic competition between the US and China, resulting in disputes on several fronts. As global leadership in AI will require proactive action in establishing rules and norms for AI applications resulting in the construction of an international regime, studying this topic will serve three main purposes. The first is to discuss the concept of power, distribution of power and hegemony to understand the relations between powers in the age of Artificial Intelligence from the competition between the US and China. Secondly, to present the evidence and practical developments that AI is an element of power dispute, outline American and Chinese AI strategies and leadership construction, trying to identify how these nations are projecting power in the international system from of AI development. Finally, understand the key differences between US and Chinese approaches to governance and the role of the state in AI development and how these differences play out.
