A Cooperação Internacional para o Desenvolvimento lideradas pelos países desenvolvidos ganhou projeção crescente no Sistema Internacional desde o final da Segunda Guerra Mundial. Contudo, países que nos anos imediatamente posteriores ao fim da 2ª GG foram eminentemente receptores de assistência, tornaram-se doadores durante a Guerra Fria. O Brasil ganhou destaque como um relevante doador e incentivador desses programas, sobretudo nos primeiros anos do século XXI. Todavia, uma leitura dos discursos brasileiros na Assembleia Geral das Nações Unidas indica que o desejo brasileiro de se projetar como uma nação capaz de enviar auxílio internacional entre 1970-1987. A presente pesquisa parte dessa ideia inicial para verificar se houve realmente uma mudança na postura brasileira nos anos 70 e 80 e para tanto utilizou a Role-Theory, mais especificamente o conceito teórico da National Role Conceptions. A literatura de Role Theory especializada em cooperação para o desenvolvimento foca-se sobretudo nos doadores tradicionais e por isso, esse trabalho buscou verificar a existência de uma nova National Conception, denominada "Parceiro". Como metodologia utilizou-se o Process-Tracing e Análise de Conteúdo e, por meio deles analisou-se a presença de termos relacionados em diversos documentos oficiais do Itamaraty e da Câmara do Deputados relacionados à cooperação internacional para o desenvolvimento entre as décadas de 70 a 80.

International Development Cooperation led by developed countries has gained increasing prominence in the International System since the end of World War II. But with countries during the Cold War, aid recipient countries became donors. Brazil gained prominence as a relevant donor and promoter of these programs, especially in the years 2002. However, a reading of Brazilian speeches at the United Nations General Assembly indicates that the Brazilian desire to project itself as a nation capable of sending international aid bettewn 1970- 1987. To verify whether there was really a change in the Brazilian posture, Role-Theory was used, more specifically the theoretical concept of National Role Conceptions. Role Theory literature focuses mainly on traditional donors and, therefore, this work sought to verify the existence of a new National Conception, called "Partner". As a methodology, Process-Tracing and Content Analysis were used and, through it, the presence of related terms was analyzed in several official documents of the Itamaraty and the Chamber of Deputies related to international cooperation for development in the '40s and 80's.
