Instituída visando fazer oposição à proposta de integração regional panamericana em favor da securitização regional latino pan-americana, a UNASUL se encaixa no contexto do Novo Regionalismo em sua vertente pós-liberal, negando a agenda liberal que tradicionalmente marcou os processos de integração latino-americanos e mesmo a condução da política doméstica nos países do Cone-Sul durante as décadas anteriores. A presente pesquisa utilizou da metodologia da Análise Configuracional para testar o grau de compromisso dos países-membros para com as agendas político-econômicas do Bloco a partir da variação nos volumes relativos de investimento em setores estratégicos para com o mesmo, assim como o posicionamento dos governos regionais para com as agendas políticas abraçadas pela UNASUL. Verificou-se que o Bloco herdou do histórico de integração latino-americana um projeto ambicioso e vasto, mas raso no planejamento de suas ações, configurando-se como mais um caso na região de integração no qual a carência de clareza no propósito e a reticência em ceder parte da soberania nacional conduziram ao esfriamento das relações e consequente enfraquecimento das propostas iniciais da integração. É no entendimento do caráter político da UNASUL, contudo, que foi encontrado seu maior diferencial, uma vez que os testes demonstraram que foi no compromisso com a oposição à agenda liberalizante que se acabou por precarizar a liberdade econômica dos cidadãos e, principalmente, na postura conivente dos governantes dos países-membros para com o governo venezuelano e suas práticas autoritárias resultaram na precariedade da sobrevida do bloco diante da alternância de poder nos Estados democráticos da região. A UNASUL corre o risco, portanto, de inaugurar uma nova etapa no ciclo de desencantamento que a América Latina costuma realizar com blocos regionais: o desmembramento completo do Bloco em virtude da desconexão na execução de sua agenda para com os interesses à médio e longo prazo dos membros.

Established to oppose the proposal for Pan-American regional integration in favour of Latin American regional securitization, UNASUR fits into the context of New Regionalism in its post-liberal strand, negating the economically liberal agenda that traditionally conducted processes of integration in Latin America and even traditional domestic policies from previous decades in the countries of the Southern Cone. This research applied the methodology of Qualitative Comparative Analysis to test the degrees of commitment of the members of UNASUR to the political and economic agendas of the Bloc based on the variation in the relative volumes of investment in strategic sectors, as well as the position of these governments regarding the political agendas adopted by UNASUR. The results indicate that the Bloc inherited from Latin American integration history a project that was simultaneously ambitious and vast, while also being shallow in the planning of its actions. Thus resulting in another case on the region of integration in which the lack of clarity of purpose and reticence in giving up part of the national sovereignty ended up leading to distancing of relations and a consequent weakening of the Bloc's proposals. It was on the political character of UNASUR, however, that its greatest divergence was found. The tests demonstrated that the opposition to the liberalizing agenda engendered the loss of economic freedom to citizens and, most importantly, the position of governments of fellow members States towards the Venezuelan government and its authoritarian practices resulted in the precariousness of the bloc's survival in the face of alternating power in the democracies of the region. Therefore, UNASUR may be at risk of establishing a new stage in the cycle of disenchantment that Latin America usually experiences with regional blocs: the complete dismemberment of the Bloc due to the disconnection on the execution of its agenda in contrast to medium and long-term interests of the members.
