Esta pesquisa visa a identificar e analisar os fatores e as influências que permitiram as negociações comerciais entre o Mercosul e a União Europeia serem concluídas em junho de 2019. Além disso, uma hipótese será considerada com base na análise do avanço das negociações, nos documentos relacionados e nas entrevistas realizadas com profissionais atuantes nesse tema. Primeiramente, o histórico do agronegócio brasileiro em termos comerciais será apresentado, assim como sua crescente influência sobre a política externa e comercial brasileira. Em seguida, as principais etapas das negociações Mercosul-UE são abordadas, com ênfase no período de 2016 a junho de 2019, e as ofertas finais da UE ao Mercosul. Por último, foram consideradas a expansão das economias e dos mercados asiáticos, especialmente da China, como agente de redução da prioridade da UE para os exportadores agrícolas brasileiros, o que levaria à maleabilidade das demandas do agronegócio nessas negociações. Percebendo isso, o governo brasileiro foi capaz de aceitar a oferta europeia, assim destravando a negociação, resultando na assinatura do acordo.

This article seeks to identify and analyse the factors and influences that allowed the Mercosur - European Union trade negotiations to be concluded in June of 2019. In addition, a hypothesis will be tested based on the analysis of the progress of the negotiations, related documents and interviews conducted with professionals related to these negotiations. Firstly, a brief history of Brazilian agribusiness related to foreign trade is presented, as well as its growing influence on Brazilian foreign trade policy. The main stages of the Mercosur-EU negotiations are addressed, with emphasis on the period from 2016 to June 2019, and the EU's final offers to Mercosur. Finally, an analysis is made of how the expansion of Asian economies and markets, especially China, reduced the priority of the EU market for Brazilian agricultural exporters, which may have led to the malleability of the agribusiness sector's demands in these negotiations. Having noticed this, the Brazilian government was able to accept the European market access offer, even though it was relatively small, thus unlocking the negotiations' standstill, resulting in the signing of the agreement.
