A presente pesquisa discute o papel das relações internacionais no esporte, particularmente nos Jogos Olímpicos de Verão. Estuda-se a conexão das relações internacionais na crise de credibilidade que se desenvolveu na organização das Olimpíadas e, consequentemente, no Comitê Olímpico Internacional. Ao debater as diversas origens dessa crise generalizada, pretende-se identificar se a histórica politização do esporte é um dos motivos para a ocorrência desta. Nesse contexto, analisa-se também a Agenda 20+20, posteriormente publicada justamente para mitigar o efeito desta crise de raízes econômicas, geopolíticas e sociais. A pergunta de pesquisa é se a Agenda 20+20, a resposta à crise dos Jogos e do Comitê Olímpico Internacional, possui quaisquer medidas que tenham como objetivo diminuir o impacto das relações internacionais, mais especificamente, da política internacional nos Jogos, se é que esse impacto foi identificado como um dos propulsores da crise. Permeando a dissertação estarão os conceitos de Relações Internacionais para que o caráter internacional dos Jogos seja acrescido ao debate. Por último, serão identificadas as iniciativas tomadas pelo Comitê Olímpico Internacional em resposta à Agenda 20+20, para que seja conferido se a Agenda tem sido implementada com sucesso, e o que se pode esperar desses novos Jogos Olímpicos no quesito de politização. A pesquisa utiliza do método qualitativo e chega à conclusão de que a politização é uma motivação indireta para a crise, mas que a reforma proposta pela Agenda 20+20 afetará diretamente as relações internacionais nos Jogos Olímpicos.

This research discusses the role of international relations in sport, particularly in the Summer Olympic Games. The connection of international relations in the credibility crisis that developed in the organization of the Olympics and, consequently, in the International Olympic Committee, is being studied. In debating the various origins of this generalized crisis, it is intended to identify whether the historical politicization of sport is one of the reasons for the occurrence of this. In this context, the Agenda 20+20, which was later published precisely to mitigate the effect of this crisis with economic, geopolitical and social roots, is also analyzed. The research question is whether Agenda 20+20, the response to the Games and International Olympic Committee crisis, has any measures that aim to lessen the impact of international relations, more specifically, of international politics at the Games, if this impact is identified as one of the crisis' propellers. Permeating the dissertation will be the concepts of International Relations so that the international character of the Games is added to the debate. Finally, the initiatives taken by the International Olympic Committee in response to Agenda 20+20 will be identified, so that it can be checked whether the Agenda has been successfully implemented, and what can be expected from these new Olympic Games in terms of politicization. The research uses the qualitative method and comes to the conclusion that politicization is an indirect motivation for the crisis, but that the reform proposed by Agenda 20+20 will directly affect international relations at the Olympic Games.
