Esta dissertação tem como objetivo compreender como foi a participação de associações empresariais do Brasil na política externa brasileira para os processos de integração da infraestrutura na América do Sul após a criação da Iniciativa para Integração da Infraestrutura da América do Sul (IIRSA). A IIRSA representou a primeira articulação entre todos os líderes de países da América do Sul pela integração física regional. A integração da infraestrutura é fundamental para uma maior aproximação econômica e social dos países da região, em um contexto mundial em que a logística é muito relevante para o comércio. Contudo, parte da bibliografia indicava um insulamento burocrático do Itamaraty, tese que tem sido refutada em trabalhos recentes. Nesse contexto, esse trabalho busca analisar como o tema infraestrutura pode ter sido um dos canais de desconcentração do processo decisório em política externa. Os resultados sugerem a participação de associações empresariais industriais no processo de formulação da política externa brasileira para temas de infraestrutura na América do Sul em períodos das décadas de 2000 e de 2010.

This dissertation aims to understand how the participation of Brazilian business associations in Brazilian foreign policy for the processes of infrastructure integration in South America was carried out after the creation of the Initiative for the Integration of Infrastructure in South America (IIRSA). IIRSA represented the first institution for regional physical integration established by all South American presidents. The integration of the infrastructure is fundamental for a greater economic and social development of the countries in the region, in a global context in which logistics is very relevant for trade. However, part of the bibliography indicated a bureaucratic isolation of the Brazilian Foreign Office, a thesis that has been refuted in recent works. In this context, this work seeks to analyze how the theme of infrastructure may have been one of the subjects for the deconcentrating of the decision-making process in the Brazilian foreign policy. The results suggest the participation of industrial business associations in the process of process of formulating Brazilian foreign policy for infrastructure matters in South America in the 2000s and 2010s.
