Esta pesquisa de mestrado dedica-se à investigação da governança climática global a partir da análise da relação entre os diferentes níveis de poder. Parte-se da hipótese de que em contextos de retração do governo central em sua ação pelo clima, os entes subnacionais são levados a agir no âmbito da governança climática global a fim de salvaguardar seus interesses econômicos. O objetivo principal a ser perseguido ao longo desse trabalho é justamente verificar tal hipótese, ou seja, seria a postura do governo central determinante para a estratégia de inserção internacional de entes subnacionais? A fim de se explorar essa questão de forma mais pontual, foi escolhido o estudo do caso do estado de São Paulo perante a atuação apresentada pelo governo federal brasileiro no âmbito da governança climática global. Nesse sentido, essa dissertação desenvolve-se de forma a mergulhar através dos diferentes níveis de poder envolvidos no processo de governança climática global, iniciando na escala macro, ou seja, na arena internacional, passando para o âmbito federal e, por fim, chega-se à esfera de atuação subnacional. Em relação à metodologia, além do estudo de caso, tem-se a elaboração de retrospectivas históricas, de fichamento seguido por análise crítica, de realização de entrevistas e de análise de conteúdo. Como resultado, além de entender-se melhor a trajetória climática nos âmbitos internacional, nacional e subnacional, ficam claros os interesses e postura assumida pelos atores analisados. Dessa forma, chegou-se à conclusão de que a atuação no âmbito da governança climática global já era uma realidade concreta e constante para o estado de São Paulo, sendo que o espaço vazio deixado pelo governo central fez aumentar o destaque da ação climática que já vinha sendo desenvolvida pelo ente subnacional. Evidentemente, tendo em vista a reputação do Brasil no exterior, o estado paulista reforçou seus esforços a fim de não ter sua economia prejudicada, no entanto, essas iniciativas já eram presentes. Além disso, ao final desse trabalho, encontram-se a proposição de uma agenda para a atuação climática do estado de São Paulo.

This masters research is dedicated to the investigation of global climate governance from the analysis of the relationship between the different levels of power. The research starts from the hypothesis that in contexts where the central government retracts in its climate action, the subnational entities are led to act within the scope of global governance as a form of protecting their economic interests. Thus, the central objective to be pursue throughout this work is precisely to verify the above hypothesis, in other words, is the central governments position able to determinate the subnationals strategy of international insertion? In order to investigate this issue punctually, it was chosen to explore the case of the state of São Paulo from the performance presented by the Brazils federal government at the scope of global climate governance. In that regard, this dissertation is developed as a dive throughout the different levels of power involved in the process of global climate governance, the starting scale is macro, i.e., the international arena, passing by the federal scope and, ultimately, arriving at the subnationals performance sphere. About the methodology, besides the case study, there has been the elaboration of historic retrospectives, text annotation followed by critical analysis, the realization of interviews and content analysis. As a result, besides the better comprehension of the climate action trajectory at the international, national and subnational scopes, the interests and position of the analyzed actors have become clear. In this way, it has been arrived to the conclusion that the state of São Paulos performance at the global climate governance realm is already a concreate and constant reality, wherein the space left by the central government increases the emphasis at the climate action that was already being developed by the subnational actor. Evidently, in view of Brazil's reputation abroad, the state of São Paulo reinforced its efforts aiming not to have its economy harmed, nevertheless, these initiatives were already present. Furthermore, at the end of this work, there is the proposal of an agenda for climate action in the state of São Paulo.
