O controle da infraestrutura é considerado um recurso crítico para projeção de poder das nações. Como fenômeno recente, o espaço cibernético trouxe novas perspectivas para o âmbito da segurança dos atores do sistema internacional. Neste sentido, as crescentes disputas entre Estados Unidos e China pela supremacia tecnológica, figurada pela definição do padrão do 5G, tem sido evidenciadas recentemente. Entretanto, o mesmo comportamento reativo dos EUA não se verificou com o avanço do domínio chinês sob a malha de cabos submarinos. Tendo em vista esse cenário, este estudo busca mensurar e analisar como nas últimas décadas ocorreu a distribuição das capacidades materiais relacionadas à guerra cibernética, em especial o controle dos fluxos e da infraestrutura do backbone da Internet, ou seja, os cabos submarinos, com o intuito de responder às seguintes perguntas-problema: Como o poder cibernético se materializa no sistema internacional? Como a configuração global deste poder sobre os cabos submarinos evoluiu na última década? A teoria do neorrealismo é capaz de explicar esta divergência da reação dos Estados Unidos nos casos de expansão da infraestrutura chinesa do 5G e Cabos? Para auxiliar a investigação, é utilizada a base de dados sobre cabos submarinos TeleGeography, que possui a informação os pontos de atracamento e recepção da malha mundial de cabos submarinos, assim como a somatória do potencial de transmissão entre os países. Emprega-se a Social Network Analysis para avaliar o grau de importância que cada um destes países na posse e no fluxo global de informações do backbone da Internet, bem como suas inter-relações.

The control of infrastructure is considered a critical resource for the power projection of nations. As a recent phenomenon, cyberspace has brought new perspectives to the security scope of actors in the international system. In this sense, the growing disputes between the United States and China for technological supremacy, represented by the definition of the 5G standard. However, the same reactive behavior by the US did not occur with the increase in Chinese dominance over the submarine cable network. Given this scenario, this project intends to analyze how in the last decades the distribution of material capabilities related to cybernetic warfare occurred, in particular the control of flows and the infrastructure of the Internet backone to answer the following problem questions: How does cybernetic power materialize in the international system?; How has the global configuration of this power over submarine cables evolved in the last decade?; Is the theory of neorealism able to explain this divergence? To assist the investigation, the TeleGeography submarine cable base is used, which has information on the berthing and reception points of the submarine cable and well as the sum of the transmission potential between countries. Social Network Analysis is used to assess the degree of importance that each of these countries has in the possession and global flow of information from the Internet backbone and as well as their interrelationships.
