A presente tese tem como objeto de estudo e análise aspectos da política externa de Angola no contexto da África Austral. Tem-se como objetivo examinar como e por quais razões Angola constrói a sua política externa em relação a África do Sul durante e no pós-Guerra Fria mas também considerando a temporalidade da Guerra Civil angolana. A presente Tese constrói-se com intuito de demonstrar que o relacionamento de Angola com a África do Sul passou pela complexidade do sistema intrarregional plasmado pelos impactos da Guerra Fria, do seu abrupto encerramento, bem como pela interação com os Estados africanos nos tempos históricos e crises examinadas. Entende-se assim, como Angola pode identificar, construir e consolidar as bases de sua inserção internacional. Ao mesmo tempo, observa-se ter a África constituído um dos principais palcos de disputas geoestratégicas pericêntrica entre o final do século XX e início do século XXI. Em meio a esse contexto, Angola e África do Sul passam a conduzir um jogo de disputas político-militares e diplomáticos na base de alianças domésticas, intra e extrarregionais, contexto que se traduziu numa escalada de elevados e determinantes investimentos em defesa e segurança para ambos os países. Como resultados esperados, entende-se que o relacionamento de Angola com as grandes potências (URSS e EUA), constitui fator fundamental para analisar e compreender a sua inserção internacional em diferentes níveis, devendo estar fundamentalmente presente quando se considera a política de Luanda para a vizinha África do Sul.

This thesis aims to study and analyze aspects of Angola's foreign policy in the southern African context. Its objective is to examine how and for what reasons Angola builds its foreign policy towards South Africa during and after the Cold War. But also considering the temporality of the Angolan Civil War. This thesis is built with the aim of demonstrating that the relationship between Angola and South Africa went through the complexity of the intraregional system shaped by the impacts of the Cold War, its abrupt closure as well as by the interaction with African States in the historical times and crises examined. Thus, it is understood how Angola can identify, build and consolidate the bases of its international insertion. At the same time, it is observed that Africa constituted one of the main stages of pericentric geostrategic disputes between the end of the 20th century and the beginning of the 21st century. In the midst of this context, Angola and South Africa began to conduct a game of political-military and diplomatic disputes based on domestic, intra and extra-regional alliances, a context that resulted in an escalation of high and decisive investments in defense and security for both the countries. As expected results, it is understood that Angola's relationship with the great powers (USSR and USA) is a fundamental factor to analyze and understand its international insertion at different levels, and must be fundamentally present when considering Luanda's policy for neighboring South Africa.
