As dinâmicas de poder que definem a configuração do sistema internacional passam constantemente por movimentos que têm efeitos em todo o planeta. Estados Unidos, como potência hegemônica, recebe com desconfiança a ascensão da China, seu crescimento econômico e o aumento de sua influência externa. Por meio do Belt and Road Initiative (BRI), também conhecido como a Nova Rota da Seda, a China tem garantido sua presença praticamente todas as regiões do mundo e, além dos investimentos em infraestrutura, das relações comerciais e projetos de cooperação, merece destaque a sua vertente digital, o Digital Silk Road (DSR). Afinal, o futuro é digital e a tecnologia é um fator determinante de poder. Nunca o mundo esteve tão conectado, mas a manutenção dessa conexão e os benefícios obtidos por ela também implicam em meios de controle. Uma China influente e, ademais, fortalecida tecnologicamente, representa uma ameaça que os Estados Unidos não têm como ignorar. Assim, o objetivo desta dissertação é de analisar a evolução do BRI, com ênfase no DSR, e como por meio dele a China aumenta suas esferas de influência, elevando a incerteza sobre o que pode ser uma nova configuração internacional e as chances de uma transição, pacífica ou não, de poder. Quais são as características do BRI e DSR que fazem da China uma ameaça para o status quo, com Estados Unidos como potência hegemônica e como as teorias clássicas das relações internacionais podem ser explicativas para analisar uma possível transição de poder? Diante disso, este estudo se propõe entender o que é o BRI e como foi o processo de fortalecimento da China nesse âmbito, para depois considerar as principais teorias positivistas aplicáveis ao caso, inspirado na Armadilha de Tucídides e, por fim, apresenta o caso do DSR e como por meio do foco no desenvolvimento tecnológico os elementos de tensão internacional podem ser agravados.

The power dynamics that define the international system configuration are constantly striving with movements that affect all the planet. The United States, as hegemonic power, sees with wariness Chinas rise, its economic growth and increase in its external influence. Through the Belt and Road Initiative (BRI), also known as the New Silk Road, China has ensured its presence almost in every region of the world and, beyond infrastructure investments, commercial relations and cooperation projects, its digital branch, the Digital Silk Road (DSR) deserves highlight. After all, the future is digital, and technology is a major source of power. The world has never been so connected, but the maintenance of that connection and its benefits require control means. An influential and technologically strengthened China represents a threat that the United States cannot ignore. Thus, the objective of this dissertation is to analyze the evolution of the BRI, with emphasis in its DSR, and the way in which through it, China leverages its spheres of influence, rising uncertainty on what can be a new configuration of the international system and the chances of a power transition, pacific or not. Which are the characteristics of the BRI and DSR that turn China into a threat to the status quo, with the United States as hegemonic power and how do the classical theories of International Relations can be explanatory to analyze a feasible power transition? In this regard, this research aims to understand what BRI is and how was Chinas strengthening process in this context in order to consider the main positivist theories appliable to this case, inspired by the Thucydides Trap and, finally, presents the case of the DSR and how through its focus on technological development the elements of international tension can be worsened.
