Esta tese de doutorado estuda a visão dos acadêmicos da área de Relações Internacionais na China e de seu governo sobre a política externa para o Brasil e verifica se a academia chinesa consegue influenciar o discurso do governo sobre essa temática. Para tanto, realiza uma revisão bibliográfica da construção da área de Relações Internacionais na China, visando compreender a formação desse campo e sua estruturação atual. Em seguida, apresenta o universo dos think tanks chineses e suas especificidades. Com o apoio do software Atlas.ti, foi realizada a análise de conteúdo de trinta artigos acadêmicos da área de Relações Internacionais e oito discursos completos proferidos pelo governo chinês, todos em mandarim e no período de 2000 a 2017. São enunciados os temas de interesse de cada grupo sobre o Brasil, verificando-se se há pontos de convergência de interesse entre os grupos. É possível concluir que a academia chinesa discute uma maior variedade de temas que o governo chinês. Encontramos uma correlação dos assuntos tratados pelos dois grupos, e em ambos os grupos há a predominância de assuntos econômicos.

This thesis studies the view of scholars in the field of International Relations in China and its government on foreign policy for Brazil, and verifies whether the Chinese academy is able to influence the governments discourse on this topic. Therefore, it carries out a bibliographic review about the construction of the area of International Relations in China, aiming to understand the formation of this field and its current structure. Next, we present the universe of Chinese think tanks and their specificities. With the support of Atlas.ti software, we analyze the content of thirty academic articles in the field of International Relations and eight complete speeches given by the Chinese government, all in Mandarin and from 2000 to 2017. group about Brazil and check if there are points of convergence of interest between the groups. It is possible to conclude that the Chinese academy discusses a greater variety of topics than the Chinese government. We found a correlation between the issues dealt with by the two groups, in both groups there is a predominance of economic issues.
